CITY OF BUCHANAN

MINUTES OF CALLED & COUNCIL MEETING

December 13, 2011

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Patricia Warren, Kenny Hughes, Benjamin Westmoreland, Patty Hutcheson.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

Mayor Biggers: called the meeting to order at 6:30 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers gives invocation.

Mayor Biggers presents Council Member Benjamin Westmoreland a plaque to show appreciation for his services as Council Member.

Mayor Biggers announces that he has on display documents in remembrance of the celebration of the 150th birthday celebration of Buchanan and presents proclamation proclaiming Tom Murphy day December 22nd in Buchanan.  

Mayor Biggers asks to accept the agenda for tonight.  Patricia Warren made a motion to accept the agenda.   Kenny Hughes seconded the motion.  Motion carried 4-0.

Mayor Biggers asks to accept the minutes from Called and Council meeting and November 10, 2011 striking the paragraph regarding Jimmy Pope as this is from a former meeting.  Kenny Hughes made a motion to accept the minutes from Called and Council meeting and November 10, 2011 striking the paragraph regarding Jimmy Pope as this is from a former meeting.   Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

Mayor Biggers asks City Attorney Rob Monroe to step forward.  Presents mayor and council with draft of personnel ordinance that has been reformatted from a “pdf” format to a “word” format to allow changes that have been voted on to incorporate into the ordinance.  Rob Monroe explains changes that have been voted on in the last several years and explains to mayor and council that when updates have been made they will need to vote on the updated ordinance.

Mayor Biggers asks to change personnel committee from two person committee to a three person committee.  Kenny Hughes made a motion to change personnel committee from two person committee to a three person committee.   Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

Public Participation:

Mayor Biggers asks Alejandro Melendez to come forward.  Asks for fee reduction for the liquor by the drink pouring license stating the reason he is asking is that he is losing money.   Mayor and council decide to extend his license for a month so they may have time to research and decide on price for the liquor by the drink pouring license.  

Mayor Biggers asks Jana Gentry to come forward.  Presents and explains current library statistics and schedule to mayor and council.  Congratulated Southern Traditions for their entry and winning festival of trees that had fifteen entrants and at least four hundred visitors.  

New Business:

City Audit

Michelle Robinson explains her findings in the current City Audit and offers mayor and council an opportunity to look it over and ask questions before she asks City Clerk to Certify for sending in to State of Georgia Department of Audits. 

Waste Industries:

Public Works Director Dean Tanner asks mayor and council to sign contract with Waste Industries for five years.

Mayor Biggers asks to accept five year contract with Waste Industries.  Kenny Hughes made a motion to accept five year contract with Waste Industries.   Patricia Warren seconded the motion.  Motion carried 4-0.

Department Updates:

Public Works Director Dean Tanner: 

No update.

Police Chief Tracy Lambert 

(1.) Explains he will for the first time be hosting a chiefs training class since he and Bobby Patterson have finished their training and can now give tests that few people in the are allowed to give.  (2.) Explains that the way he is handling holiday pay is working and asks for mayor and council blessing to continue.  (3.)  Explains the light bars on two older cars will cost more than five hundred dollars and asks that he get the money out of general fund for the sale of police vehicles and put into his public safety fund.  (4.) Explains budget is going well so far in this fiscal year.

Mayor Biggers asks for a motion to allow Police Chief Tracy Lambert to allow employees who did not use all of their holiday pay to roll it over to next year.  Kenny Hughes makes motion to allow Police Chief Tracy Lambert to allow employees who did not use all of their holiday pay to roll it over to next year.  Benjamin Westmoreland seconded motion.  Motion carried 4-0.

Mayor Biggers asks to transfer eight thousand four hundred and forty dollars from sale of police vehicles from general fund to public safety fund.  Kenny Hughes made a motion to transfer eight thousand four hundred and forty dollars from sale of police vehicles from general fund to public safety fund.   Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

Mayor Biggers asks to allow Police Chief Tracy Lambert to purchase light bars from public safety fund.  Kenny Hughes made a motion to allow Police Chief Tracy Lambert to purchase light bars from public safety fund.   Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

City Clerk Karen King: 

(1.) Explains taxes are coming in well so far.  (2.) Presents mayor and council with documents to keep them updated on money transfers.  

Mayor Biggers introduces newly elected council member Jarred Taylor.

Mayor Biggers asks for a motion to adjourn.  Benjamin Westmoreland makes motion to adjourn.  Patricia Warren seconded motion.  Motion carried 4-0.
