CITY OF BUCHANAN

MINUTES OF CALLED & COUNCIL MEETING 

January 6, 2011 

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Patricia Warren, Kenny Hughes, McKinley Pate.  

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert. 

Mayor Biggers: called the meeting to order at 6:30 p.m. 

Mayor Biggers welcomed everyone. 

Mayor Biggers leads Pledge of Allegiance. 

Mayor Biggers gives invocation. 

Mayor Biggers asks to accept the agenda for tonight with addition of Dianne Holtzclaw and Danny Crook under public participation.  Patricia Warren made a motion to accept the agenda.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0. 

Mayor Biggers asks to accept the minutes from November 9, 2010.  McKinley Pate made a motion to accept the minutes.  Patricia Warren seconded the motion.  Motion carried 4-0.   

Public Participation: 

Mayor Biggers explains Danny Crook wants to purchase from the City of Buchanan a section of property adjoining 104 College Circle for the sum of one dollar and other valuable considerations. 

Mayor Biggers asks for vote on selling a section adjoining 104 College Circle to Danny Crook for the sum of one dollar and other valuable consideration.  Benjamin Westmoreland made a motion to sell a section adjoining 104 College Circle to Danny Crook for the sum of one dollar and other valuable considerations. Kenny Hughes seconded the motion.  Motion carried 4-0.   

Mayor Biggers asks Dianne Holtzclaw to come forward.  Dianne Holtzclaw explains that she would like to help needy families by distributing clothing, food, toys, Jana Gentry has been letting her use the library however she feels that is not enough space and is asking mayor and council to allow her to use City Hall on Saturdays.  Mayor and council agree that she should contact and work with churches on this project. 

Mayor Biggers asks Janie Holder to come forward.  Janie Holder explains that they were not able to put the engraved bricks around the fountain as originally intended and would now put the bricks around a flag pole. 

Mayor and council agree to split cost of flag pole with DBR.  Fair on the square will be second Saturday May 14, 2011.  Explains she applied for the T grant.    

Department Updates: 

Mayor Biggers asks for the department updates: 

Public Works Director Dean Tanner:  

(1.)  Asks mayor and council to adopt a resolution for EIP grant.  Public hearing for resolution will be at next work session. (2.) Explains meeting with Johnson Landscaping to go over a punch out list and they have agreed that they will not receive final payment until list is complete.  

Mayor Biggers asks to adopt EIP resolution.  Benjamin Westmoreland made a motion to adopt EIP resolution.  Patricia Warren seconded the motion.  Motion carried 4-0.   

Police Chief Tracy Lambert:  

(1.) Explains that Keith Pike has been promoted to rank of sergeant.  (2.)  Explains that previous administration had paid too much for a refrigerator so he called the vendor it was purchased from and they agreed to a refund.  (3.) Asks for a motion to allow himself to hire and fire solicitor and public defender.  (4.)  Explains he needs another car and that the charger he bought is cheaper to operate it uses less fuel.  (5.)  Explains new equipment video recording and voice analyzer.  

Mayor Biggers asks to allow Police Chief Tracy Lambert to hire and fire solicitors and public defenders as long as he has just cause and consensus from council.  McKinley Pate made a motion to allow Police Chief Tracy Lambert to hire and fire solicitors and public defenders as long as he has just cause and consensus from council.  Kenny Hughes seconded the motion.  Motion carried 4-0.   

Mayor Biggers asks for a motion to purchase one central color copy machine for police department.  Benjamin Westmoreland makes motion to allow Police Chief Tracy Lambert to purchase one central color copy machine for police department.  Kenny Hughes seconded motion.  Motion carried 4-0. 

Mayor Biggers asks for a motion to increase Keith Pikes pay fifty cents per hour.  McKinley Pate made a motion to Keith Pikes pay fifty cents per hour.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0.  

City Clerk Karen King:  

(1.) Informs mayor and council of upcoming chamber dinner and wants to know if they want her to reserve a table. (2.) Explains property taxes went out and payments are coming in.   

Mayor Biggers asks for a motion to adjourn.  Benjamin Westmoreland makes motion to adjourn.  Patricia Warren seconded motion.  Motion carried 4-0.
