MINUTES OF CALLED & COUNCIL MEETING

November 10, 2011

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Patricia Warren, Kenny Hughes, Patty Hutcheson. 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

Mayor Biggers: called the meeting to order at 6:30 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers gives invocation

Mayor Biggers asks to accept the agenda for tonight with correction of Tuesday to Thursday.  Patricia Warren made a motion to accept the agenda.   Kenny Hughes seconded the motion.  Motion carried 2-0.

Mayor Biggers asks to accept the minutes from October 11, 2011 Called and Council meeting and November 1, 2011 Work Session.  Kenny Hughes made a motion to accept the minutes from October 11, 2011 Called and Council meeting and November 1, 2011 Work Session.   Patricia Warren seconded the motion.  Motion carried 2.

Swearing In Ceremony of Council Member:

Mayor Biggers asks Patty Hutcheson to come forward.  Mayor Biggers swears in Patty Hutcheson as new council member.

Public Participation:

Mayor Biggers asks Bill Anderson of Solutions Community Service to come forward.  Bill Anderson explains Solutions Community Service is required by the State of Georgia to be a tobacco free zone and requests mayor and council allow him to install sign stating such.  Mayor and council agree to allow Solutions Community Service to install sign stating tobacco free zone at 123 Van Wert Street.

Mayor Biggers asks Jana Gentry to come forward.  Explains the library is still receiving donations to honor Jerry Hood.  Explains library was awarded a technology twenty one grant in the amount of five thousand and one hundred dollars.  Explains equipment she intends to replace using the grant money.  Explains pajama-rama storytime will be November 22, 2011 at 4:00 p.m.  Explains festival of trees will begin the week after Thanksgiving.  

Mayor Biggers asks Iris Badgett to come forward.  Explains supper with Santa will be held December 2, 2011 at 6:00 p.m.

Mayor Biggers explains there will be a run-off election for mayor involving Benjamin Biggers and Freda Williams.  The run-off will be held December 6, 2011 at City Hall.

Department Updates:

Public Works Director Dean Tanner: 

No update.

 Police Chief Tracy Lambert 

(1.) Explains he put three police cars for sale on the internet site govdeals.com and has sold two marked cars to a police department in Alabama for sixty two hundred dollars.  (2.) Explains he has been awarded a grant to replace outdated bullet proof vests the grant will pay for half the cost and he would like to use SPLOST funds to cover the remaining cost.  (3.) Explains he would like to put the sixty two hundred dollars from cars sold into public safety account instead of general fund council member Patty Hutcheson states she will not vote on moving any funds until she has seen an audited budget Police Chief Lambert agrees for now to put the funds into general fund.  (4.) Explains the reason he has asked for executive session tonight is for personnel reasons.

Mayor Biggers asks for a motion to allow Police Chief Tracy Lambert to purchase bullet proof vests.  Kenny Hughes makes motion to allow Police Chief Tracy Lambert to bullet proof vests.  Patricia Warren seconded motion.  Motion carried 3-0.

City Clerk Karen King: 

(1.) Explains to new council that they will need to attend elected official class and explains locations and times.  

Mayor Biggers asks for a motion to go into executive session for personnel reasons.  Patricia Warren makes motion to go into executive session for personnel reasons.  Kenny Hughes seconded motion.  Motion carried 3-0.
