CITY OF BUCHANAN

MINUTES OF CALLED & COUNCIL MEETING

October 11, 2011

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Patricia Warren, Kenny Hughes.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

Mayor Biggers: called the meeting to order at 6:30 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers states the purpose for the called portion of this meeting will be to adopt a resolution to have special election to fill vacated seat of Council Member McKinley Pate.

Mayor Biggers asks to accept the agenda for tonight.  Patricia Warren made a motion to accept the agenda.   Benjamin Westmoreland seconded the motion.  Motion carried 3-0.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers asks for a motion to adjourn called meeting.  Benjamin Westmoreland makes motion to adjourn.  Kenny Hughes seconded motion.  Motion carried 3-0.

Mayor Biggers asks to accept the minutes from September 13, 2011 council meeting and August 27, 2011 Work Session.  Benjamin Westmoreland made a motion to accept the minutes from September 13, 2011 council meeting and August 27, 2011 Work Session.   Patricia Warren seconded the motion.  Motion carried 3-0.

Mayor Biggers asks Jimmy Pope to come forward.  Explains he believes the person who owns the mobile home and is tearing it down on Wesley Camp has had plenty of time to remove the debris and has not.  Asks mayor and council to determine what needs to be done to get this eye sore out of the way.  

Department Updates:

Mayor Biggers asks for the department updates:

Public Works Director Dean Tanner: 

(1.) Presents mayor and council with packet and explains that all contractors who work for the City of Buchanan will be required to have insurance and be a licensed contractor as well as have either Haralson County or City of Buchanan Business License all work required by the City of Buchanan will have a specification sheet so all contractors are bidding on same work.  (2.)  Explains that EPD came in and did a survey on his water samples and all went well.  (3.) Explains the new pump system on Jacksonville Road is working and all looks well.  (4.) Asks mayor and council what to do with light fixtures not being used anymore that were donated around the square since he cannot find out who donated what.  

 Police Chief Tracy Lambert 

(1.) Explains bids for demolition on the house on 107 Highland Avenue.  (2.) Explains he has three cars registered for sale on govdeals.com and wants to reiterate how he purchased the two new cars he acquired by selling the fire truck to the County and used fifty two hundred dollars from SPLOST to acquire the vehicles.  Further explains repair costs on the old cars led him to his decision.  (3.) Explains revenues are over by about six thousand for the first quarter if this continues revenue will be over by twenty four thousand by year end expenditures are under by thirty one thousand.  (4.) Explains two new police cars will be equipped in the next couple of weeks.  (5.) Explains his department is shorthanded and he would like to bring in another part time person.

Mayor Biggers asks for a motion to allow Police Chief Tracy Lambert to hire John Dobbs to demolish the house on 107 Highland Avenue if he is insured and has Haralson County or City of Buchanan Business License.  Kenny Hughes makes motion to allow Police Chief Tracy Lambert to hire John Dobbs to demolish the house on 107 Highland Avenue if he is insured and has Haralson County or City of Buchanan Business License.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.

City Clerk Karen King: 

(1.) Explains she is talking to a lady in Carrollton and would like to host a job fair at City Hall.  (2.)  Presents mayor and council with document she will be presenting when money is transferred in any City account.  (3.) Presents mayor and council with clean or lien pictures and asks them to discuss these with City Inspector Terry Floyd.

Mayor Biggers asks Jana Gentry to come forward.  Explains fair on the square was a success.  Explains next event will be the pumpkin caper October 25, 2011.  Explains weekly children story time is back.  Explains she is working on teen event that will appeal to high school children.  Explains new computers are in and up and running.  

Mayor Biggers asks Janie Holder to come forward.  Explains she has received DBR’s annual assessment and shows it to mayor and council.  Explains supper with Santa will be December 3, 2011.  Explains ideas she has so far for decorating the square for Christmas.

Mayor Biggers asks for a motion to adjourn.  Patricia Warren makes motion to adjourn.  Kenny Hughes seconded motion.  Motion carried 3-0.
