CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

June 12, 2012

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Patricia Warren, Kenny Hughes, Patty Hutcheson, Donald Rainey.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

Mayor Biggers: called the meeting to order at 7:00 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers gives invocation.

Mayor Biggers asks to accept the agenda for tonight with following change: add oath of office ceremony before approval of minutes.  Patricia Warren made motion to accept the agenda for tonight with following change: add oath of office ceremony before approval of minutes.   Patty Hutcheson seconded the motion.  Motion carried 3-0.

Mayor Biggers asks Donald Rainey to come forward to begin oath of office ceremony.  Mayor Biggers swears in Council Member Donald Rainey.

Mayor Biggers asks to accept the minutes from Council meeting and Executive Session May 8, 2012.  Patricia Warren made a motion to accept the minutes from Council Meeting and Executive Session May 8, 2012.   Patty Hutcheson seconded the motion.  Motion carried 3-0.

Public Participation:

Al Parnell

Explains his agency has represented the City of Buchanan for the last several years and has not had any complaints.  Presents mayor and council with renewal premiums and states he will answer any questions they may have.   Mayor and council discuss renewal options and decide to ask for more bids.

Carla Summerville

Complains that sewage smell is unbearable and that she has complained for years and asks for resolution to this issue.  Public works director explains sewage process and that it is not possible to remove all odors he further states he has talked to other customers and they say occasionally they smell an odor but it is not unbearable.   

Jana Gentry (Library)  

Explains programs library will have all summer.  

New Business:

DCA Short Term Work Program Resolution:

Mayor Biggers asks for a motion to adopt Short Term Work Program Resolution.  Patricia Warren makes motion to adopt Short Term Work Program Resolution.  Patty Hutcheson seconded motion.  Motion carried 3-0.

Municipal Court Resolution:

Mayor Biggers asks for a motion to adopt Municipal Court Resolution.  Patty Hutcheson makes motion to adopt Municipal Court Resolution.  Patricia Warren seconded motion.  Motion carried 3-0.

Department Updates:

Mayor Biggers asks for the department updates:

Public Works Director Dean Tanner: 

Presents mayor and council with figures it will take to get park behind city hall going.  Boy scouts will be in front of courthouse on June 14th to demonstrate proper use and disposal of flags.

Mayor Biggers asks for a motion to use Park Fund if allowed by state for park behind city hall.  Patty Hutcheson makes motion to use Park Fund if allowed by state for park behind city hall.  Patricia Warren seconded motion.  Motion carried 3-0.

Police Chief Tracy Lambert:

Explains Haralson County Veterans Association is asking for a donation.  Updates mayor and council on LOST negotiations and meetings he and Karen have attended.  Explains a couple of City of Buchanan officers made one of the biggest meth drug busts in the history of Buchanan last week.   Explains he would like level funding on budget this year and health insurance was a big scare as there could have been a 17 percent increase however Karen explained to insurance agent that wasn’t sufficient and elected to increase deductible from 2500 to 3000 to offset increase and get a 1.8 percent increase.  Explains there was a theft on a Monday night and merchandise was recovered on Tuesday night thanks to Kelley project having great cameras.  Updates mayor and council on processes he is going through to get state certified.  Explains department heads are working on budget numbers for upcoming year.  Responds to question from public and explains why police cars may set and idle.  

City Clerk Karen King: 

Asks mayor and council for vote on donation for Haralson County Veterans Association there is no vote at this time.  Explains Linda’s Notions and Gifts will be opening on the 20th at 10:00 a.m.  Explains she is looking into setting the millage rate for the upcoming year.  

Codes Enforcer Terry Floyd

Explains to mayor and council that he has spoken to representatives of Holly Village about bringing to code.  Updates mayor and council on progress of Kelley Senior Living Center project he feels they are moving along well.  Explains he is looking into prioritizing clean and liens.

Mayor Biggers asks for a motion to adjourn.  Patricia Warren makes motion to adjourn.  Kenny Hughes seconded motion.  Motion carried 3-0.
