CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

August 10, 2010

 Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Patricia Warren, Kenny Hughes, McKinley Pate.

 Department Heads:  City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 Mayor Biggers: called the meeting to order at 6:30 p.m.

 Mayor Biggers welcomed everyone.

 Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

 Mayor Biggers gives invocation.

 Mayor Biggers asks to accept the agenda for tonight. Benjamin Westmoreland made a motion to accept the agenda.  Kenny Hughes seconded the motion.  Motion carried 4-0.

 Mayor Biggers asks to accept the minutes from July 13, 2010, and Work Session from July 27, 2010.  Patricia Warren made a motion to accept the minutes.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0. 

 Public Participation:

  Mayor Biggers asks Jana Gentry to come forward.  Jana Gentry explains patron count is lower due to streetscape construction.  Ninety thousand eighty minutes documented reading time.  Teen program was huge success.  Fund raiser and city wide yard sale raised over five hundred dollars.  Fair on the square has been cancelled.  Getting ready and looking forward to weekly story time.

 New Business:

 DEPARTMENT OF COMMUNITY AFFAIRS AND RECREATION GRANT:

 Police Chief Tracy Lambert reads a resolution that states the City of Buchanan general fund will be refunded twenty three thousand four hundred and sixty two dollars for purchase of property back behind city hall and will restate the purpose of said property to recreational improvement.

 Mayor Biggers asks to resolution to adopt resolution that will amend grant to state above mentioned property will be for recreational improvement and allow City Clerk Karen King to purchase playground equipment.  McKinley Pate made a motion to adopt resolution that will amend grant to state above mentioned property will be for recreational improvement and allow City Clerk Karen King to purchase playground equipment.  Kenny Hughes seconded the motion.  Motion carried 4-0. 

Old Business:

 Michelle Robinson explains to mayor and council that she is helping clean up the presentation of the annual City of Buchanan audit certain items will be changing however this will not change the numbers simply move them around from one fund to another. Public Safety Fund and money put into Public Safety Fund is restricted to Public Safety mayor and council have a right to vote on sale of assets meaning that it would be put in General Fund and  upon a vote by the council could then be moved to Public Safety Fund and spent on Public Safety.  Public Safety account needs two signers for checks same as all other accounts. 

ADOPTING MILLAGE RATE AT 5.614

ADOPTING BUDGET 2010-2011 AT $1,477,045.46

 City Clerk Karen King states that she has collected twenty thousand dollars in past due taxes and that for once all bills in queue to be paid are paid further stating that this has never happened before and she feels that things are moving along nicely and that all department heads are doing their part to collect money that is owed to the city and making it easier for her to pay bills. 

 Mayor Biggers asks for vote to adopt millage rate at 5.614.  McKinley Pate made a motion to adopt millage rate at 5.614.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

 Mayor Biggers asks to adopt (retroactive back to July 1, 2010) proposed budget 2010-2011 at $1,477,045.46.  McKinley Pate made a motion to adopt (retroactive back to July 1, 2010) proposed budget 2010-2011 at $1,477,045.46.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

Department Updates:

Mayor Biggers asks for the department updates:

Public Works Director Dean Tanner:

(1.) Explains water loss. (2.) Explains replacing pipe.  (3.)   Explains that he will be attending another meeting in regard to streetscape and is hopeful that will get resolved.

 Police Chief Tracy Lambert:

(1.) Explains that as City Clerk Karen King stated collecting money that is owed to City of Buchanan is working.  (2.) Explains possibly using community service workers to clean up clean or lien properties and then charging the property owner for the service. (3.) Explains a youth offender program he is thinking of implementing. (4.)  Explains that last month they wrote 143 citations and had 390 calls for service they had 37 cases in court last night and only 7 pled not guilty of those 7, 5 need more time to pay fines meaning only 2 true not guilty pleas. (4.)  Explains that he purchased two flat screen televisions with the grant money he got from walmart. 

(5.)  Presents mayor and council with report from inter tech probation. (6.)  Request mayor and council set fees for open record requests (cds and videos) everything else that is mandated by the state will remain the same. (7.)  Explains to mayor and council that he would like to upgrade court room in near future.  (8.)  Explains that he has done employee evaluations and that all his employees are doing well and he would like to give all employees except the one who was disciplined a raise on the upcoming paycheck.

Mayor Biggers asks for vote to charge twenty five dollars each for each cd and thirty five for each video that is requested in an open records request.  Kenny Hughes made a motion to charge twenty five dollars for each cd and thirty five for each video that is requested in open records requests.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

Mayor Biggers asks for vote to allow Police Chief Tracy Lambert to purchase a Dodge Charger for police department fleet out of SPLOST funds.  Benjamin Westmoreland made a motion to allow Police Chief Tracy Lambert to purchase a Dodge Charger for police department fleet out of SPLOST funds.  Kenny Hughes seconded the motion.  Motion carried 4-0.

Mayor Biggers asks for vote to give four percent pay increase to all employees except for the employee who has been disciplined and five percent pay increase to Dale Wiggins.  Benjamin Westmoreland made a motion to give four percent pay increase to all employees except for the employee who has been disciplined and five percent pay increase to Dale Wiggins.  McKinley Pate seconded the motion.  Motion carried 4-0.

No update.
