CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

April 10, 2012

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Patricia Warren, Kenny Hughes, Patty Hutcheson.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

Mayor Biggers: called the meeting to order at 6:30 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers gives invocation.

Mayor Biggers announces that Jarred Taylor has resigned effective April 9, 2012, reads resignation letter.

Mayor Biggers asks to accept the agenda for tonight.  Patricia Warren made a motion to accept the agenda.   Kenny Hughes seconded the motion.  Motion carried 3-0.

Mayor Biggers asks to accept the minutes from Council meeting and March 13, 2012 meeting and March 27, 2012 Work Session.  Kenny Hughes made a motion to accept the minutes from Council Meeting and Work Session.   Patricia Warren seconded the motion.  Motion carried 3-0.

Mayor Biggers asks Public Works Director Dean Tanner to come forward.  Explains to Mayor and Council that he would like to congratulate Johnny Boyd who came to work for the City of Buchanan in 1978, worked for the city for 34 years, Johnny Boyd is retiring his last day will be May 14, 2012, asks Johnny Boyd to come forward, present Johnny Boyd with retirement gift.  Johnny Boyd thanks Public Works Director Dean Tanner and states that he has enjoyed his time here and he was surrounded with good people.

Mayor Biggers asks for a motion to go into executive session with City Attorney Rob Monroe for personnel reasons.  Kenny Hughes makes motion to go into executive session for personnel reasons.  Patricia Warren seconded motion.  Motion carried 3-0.

Mayor Biggers asks for a motion to come out of executive session.  Kenny Hughes makes motion to come out of executive session.  Patricia Warren seconded motion.  Motion carried 3-0.

Public Participation:

David Thompson (HCDA) 

Explains he would like to talk about Grow Haralson and a study done by Carroll EMC last year looking to bring in new business growth the study lead to the inception of Grow Haralson.

Mayor Biggers reads resolution to support Grow Haralson.

Mayor Biggers asks for a motion to adopt Grow Haralson Resolution.  Patty Hutcheson makes motion to adopt Grow Haralson Resolution.  Kenny Hughes seconded motion.  Motion carried 3-0.

Jana Gentry (Library)  

Explains during the month of March story time was moved to Mondays to better align with local school schedules, Library week is this week, Library will offer summer reading club for adults, working on budget and hopes to present at next work session.

Old Business:

Mayor Biggers asks for a motion to adopt Northwest Georgia Regional Commission Resolution.  Patty Hutcheson makes motion to adopt Northwest Georgia Regional Commission Resolution.  Kenny Hughes seconded motion.  Motion carried 3-0.

Mayor Biggers asks for a motion to adopt ordinance that bans synthetic marijuana and other drug paraphernalia.  Kenny Hughes makes motion to adopt ordinance that bans synthetic marijuana and other drug paraphernalia.  Patricia Warren seconded motion.  Motion carried 3-0.

Mayor Biggers asks for a motion to allow City Attorney Rob Monroe do an investigation on Police Chief Tracy Lambert.  Kenny Hughes makes motion to allow City Attorney Rob Monroe do an investigation on Police Chief Tracy Lambert.  Patricia Warren seconded the motion.

Mayor Biggers asks if there is another motion.  Patty Hutcheson makes motion to ask for an independent investigation of Police Chief Tracy Lambert and not involve the City Attorney Rob Monroe.

City Attorney Rob Monroe informs Patty Hutcheson that you cannot make a motion when there is already a motion on the table ready for a vote.

Mayor Biggers asks if there is a vote Kenny Hughes and Patricia Warren vote to allow City Attorney Rob Monroe to do the investigation.  Patty Hutcheson wants independent investigation so there is no vote on this at this time.

Department Updates:

Public Works Director Dean Tanner: 

Everything has been mailed for the CDBG grant it took a lot of tracking people down but got 92 %.  Due to Johnny Boyd retiring I will be going through the hiring process, presents mayor and council with resume from Jason Robinson he would like them to look over, explains that Jason Robinson has been working part time for a couple of years now and explains everything that his department has accomplished since Jason Robinson has been employed with the City of Buchanan.  Mayor and council discuss the pay rate Jason Robinson will expect.  Discussion is table to next meeting.

Police Chief Tracy Lambert:

Explains he just hired Jason Ayers and his department is now running at full staff.  I always like to take up for my guys and I’d like you to give Bobby Patterson a raise since he has some of the highest qualifications is the State of Georgia and I would like you all to think about that.  Explains he has given titles to two of his employees but no more money therefore he didn’t feel it necessary to get a vote on that.  Explains that he has completed his work on the upcoming budget and he will be including raises.  Thanks mayor and council for the vote on the synthetic marijuana ordinance.  

City Clerk Karen King: 

Explains she has the surveys in the front office.  Explains we will be having a special election on July 31, 2012 to elect a new council member to replace Jarred Taylor, will be running an ad in the paper shortly to announce qualifying dates.  The Haralson County prayer breakfast will be May 3, 2012. 

Mayor Biggers asks for a motion to adjourn.  Patricia Warren makes motion to adjourn.  Kenny Hughes seconded motion.  Motion carried 3-0.
