CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

May 8, 2012

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Patricia Warren, Kenny Hughes, Patty Hutcheson.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

Mayor Biggers: called the meeting to order at 6:30 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers gives invocation.

Mayor Biggers asks to accept the agenda for tonight with following changes: change May 25, 2012 from 8:00 am – 1:00 pm to May 25, 2012 from 8:00 am – 1:30 pm, addition new business change meeting time to 7:00 pm, addition executive session at end.  Patricia Warren made motion to accept the agenda for tonight with following changes: change May 25, 2012 from 8:00 am – 1:00 pm to May 25, 2012 from 8:00 am – 1:30 pm, addition new business change meeting time to 7:00 pm, addition executive session at end.   Kenny Hughes seconded the motion.  Motion carried 3-0.

Mayor Biggers asks to accept the minutes from Council meeting and April 10, 2012 meeting and April 24, 2012 Work Session.  Patricia Warren made a motion to accept the minutes from Council Meeting and Work Session.   Kenny Hughes seconded the motion.  Motion carried 3-0.

Public Participation:

Terrell McBrayer 

Explains he would like to look into the Buchanan Development Authority developing a comprehensive plan to develop the vacant properties in Buchanan as he has lots of experience in reality he feels he can be beneficial in helping and asks mayor and council for their permission to proceed with plans.  Mayor and council discuss possibilities and agree that there needs to be a plan.

Jana Gentry (Library)  

Reminds everyone of Fair on the Square on May 19, 2012 friends of the library will have a book sale that day.  Explains programs library will have all summer. 

New Business:

RaJe Salon:

Mayor Biggers announces ribbon cutting at RaJe Salon Grand Opening May 18, 2012 at 10:00 a.m.

Council Meeting Time:

Mayor Biggers asks for a motion to change council meeting time from 6:30 p.m. to 7:00 p.m. beginning with next work session.  Patricia Warren makes motion to change council meeting time from 6:30 p.m. to 7:00 p.m. beginning with next work session.  Kenny Hughes seconded motion.  Motion carried 3-0.

Qualifying Dates for Special Election:

Mayor Biggers announces qualifying dates for upcoming special election are as follows:  Wednesday, May 23, and Thursday May 24, 2012 from 8:00 a.m. - 4:00 p.m. and Friday, May the 25, from 8:00 a.m. - 1:30 p.m. at City Hall.

Department Updates:

Mayor Biggers asks for the department updates:

Public Works Director Dean Tanner: 

No update.

Police Chief Tracy Lambert:

Explains recent arrests police department has made.  Explains to mayor and council he would like to improve police officers education and ask about allowing him to fund training courses out of public safety for officers to improve their education.  Council discuss possibility and ask that he come up with more definitive numbers and put into writing in form of a policy also ask that it not only be police department but any city employee before it is voted on so pending written policy this matter is tabled.

Deputy Clerk Betty Harvell: 

Updates mayor and council on upcoming tax sale of delinquent properties in the City of Buchanan and explains that the 2011 taxes had to be included when a property is to be sold for non-payment of past due taxes.  Presents mayor and council with audit bid requests and explains two of the three refused to bid this year and also asked for vote and signing of engagement letter. 

Mayor Biggers asks for a motion to keep Michelle Robinson as City Auditor.  Patricia Warren makes motion to keep Michelle Robinson as City Auditor.  Patty Hutcheson seconded motion.  Motion carried 3-0.

Codes Enforcer Terry Floyd

Explains he and City Clerk Karen King had went around the City and made pictures of properties for clean or lien purposes.  Explains that code to date has not been followed and has discussion on how this can be corrected going forward.  Discussion with Mr. and Mrs. Pope and mayor and council on problems with properties in City of Buchanan leading mayor and council to determine we need moving forward to start a mission to keep Buchanan Beautiful and inform public of intent in future to start requiring a C.O. for any residence that will be bought or rented within City of Buchanan.  

Mayor Biggers asks for a motion to go into executive session for personnel reasons.  Kenny Hughes makes motion to go into executive session for personnel reasons.  Patricia Warren seconded motion.  Motion carried 3-0.
