MINUTES OF COUNCIL MEETING

 

July 10, 2012

 

Attendance:  Mayor Pro-Tem:  Kenny Hughes.

Council Members:  Patricia Warren, Patty Hutcheson, Donald Rainey.

 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 

Mayor Pro-Tem Hughes: called the meeting to order at 7:00 p.m.

 

Mayor Pro-Tem Hughes welcomed everyone.

 

Mayor Pro-Tem Hughes asks Henry Bedford to lead Pledge of Allegiance.

 

Mayor Pro-Tem Hughes explains Mayor Biggers is under the weather and there will be no Mayor announcements for this meeting.

 

Mayor Pro-Tem Hughes explains they are in an open meeting to discuss budget with each department head. 

 

Budget Discussion:

 

Public Works Director Dean Tanner: 

 

Explains that his budget will not change much and goes over each line item. 

 

Police Chief Tracy Lambert:

 

Explains he would like level funding.  Briefly covers SPLOST.  Explains he would like to implement a new fee to cover technical fees for laptops in the near future.  Explains LOST negotiations what they mean.  Explains he is working on energy usage and how to reduce power bills. 

 

City Clerk Karen King:

 

Explains budget numbers and asks for questions.

 

Mayor Pro-Tem Hughes asks to accept the agenda for tonight.  Patricia Warren made motion to accept the agenda for tonight.   Patty Hutcheson seconded the motion.  Motion carried 3-0.

 

Mayor Pro-Tem Hughes asks to accept the minutes from Council Meeting June, 2012 and Called Meeting June 26, 2012 with changes.  Patricia Warren made a motion to accept the minutes from Council Meeting June 12, 2012 and Called Meeting June 26, 2012 with changes.   Donald Rainey seconded the motion.  Motion carried 3-0.

 

 

Public Participation:

 

VFW Park (Kevin Hammond)

 

Explains they would like to annex the part of the park that is in the county to city so they don’t have to call two separate police departments when they have problems at the park.

 

Jana Gentry (Library) 

 

City Clerk Karen King presents mayor pro-tem and council with packet from library. 

 

Janie Holder (Better Hometown Manager)

 

Iris Gentry explains they are gearing up for fair on the square and are pushing for a car show.

 

Department Updates:

 

Mayor Pro-Tem Hughes asks for the department updates:

 

Public Works Director Dean Tanner:

 

Explains how his department uses SPLOST funds.  Explains he would still like to hire the person he had previously mentioned to mayor and council asking that they not vote on it tonight but to think about it.  Explains he had to order parts for the fountain at the historic courthouse and he may cut back on time fountain is running to save on electricity.

 

Police Chief Tracy Lambert:

 

Explains he needs certificate signed for LOST and asks if there should be a motion.  Explains they have implemented new security measures for court.  Explains he and Karen would like to move forward with remodeling court room. 

 

Mayor Pro-Tem Hughes asks to adopt LOST numbers for the City of Buchanan as stated subject to approval of intergovernmental agreement.  Donald Rainey made motion to adopt LOST numbers for the City of Buchanan as stated subject to approval of intergovernmental agreement.   Patricia Warren seconded the motion.  Motion carried 3-0.

 

Mayor Pro-Tem Hughes asks to allow lowest bidder to remodel court room for up to $4500.00 to be paid from SPLOST. Patricia Warren made motion to allow lowest bidder to remodel court room for up to $4500.00 to be paid from SPLOST.   Donald Rainey seconded the motion.  Motion carried 3-0.

 

City Clerk Karen King:

 

Explains city wide yard sale will be August 4th.  Explains we are beginning our yearly audit and she needs to do the five year history as well as set millage rate and run ads in paper.  Explains she is working on clean or lien letters. 

 

Mayor Pro-Tem Hughes asks for a motion to adjourn.  Patricia Warren makes motion to adjourn.  Donald Rainey seconded motion.  Motion carried 3-0.
