MINUTES OF COUNCIL MEETING

 

August 14, 2012

 

Attendance:  Mayor Pro-Tem:  Kenny Hughes.

Council Members:  Patricia Warren, Patty Hutcheson, Donald Rainey.

 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 

Mayor Pro-Tem Hughes: called the meeting to order at 7:08 p.m.

 

Mayor Pro-Tem Hughes welcomed everyone.

 

Mayor Pro-Tem Hughes leads Pledge of Allegiance.

 

Mayor Pro-Tem Hughes asks Police Chief Tracy Lambert to lead invocation.

 

Mayor Pro-Tem Hughes asks to accept the agenda for tonight.  Patty Hutcheson made motion to accept the agenda for tonight.   Patricia Warren seconded the motion.  Motion carried 3-0.

 

Mayor Pro-Tem Hughes asks to accept the minutes from Council Meeting July 10, 2012 and Called Meeting July 17, 2012 with changes.  Patricia Warren made a motion to accept the minutes from Council Meeting July 10, 2012 and Called Meeting July 17, 2012 with changes.   Donald Rainey seconded the motion.  Motion carried 3-0.

 

Public Participation:

 

Will Gentry

 

Explains he is working on his Eagle Scout and Park badges and for his project has decided to help friends of the Library with fall fair on the square annually for the next five years and would like to speak to Police Chief Tracy Lambert later to discuss some safety concerns he has.

 

Jana Gentry (Library) 

 

Explains summer reading was a great success at the library this year there were fourteen separate programs running overall two hundred and twenty two people registered for the program and attendance was four hundred and seventy two.  Explains she is working with West Georgia Regional Library System and she is on the e-book selection Committee they are making progress but do not have a launch date yet.  Fair on the square is set for September 15, 2012 and she would like to invite everyone to attend and you can support the library by purchasing a BBQ Plate.  Thanks the City of Buchanan for their support in the library budget.

 

 

(Better Hometown Manager)

 

Explains that anyone who had anything to do with honoring Buster today she wants you to know it was a great thing to do and he deserved it and she believes it touched him and she knows it touched her and probably touched everybody that was there and the new chamber in the courtroom looks great.  As Jana said fair on the square is September 15, 2012 and Better Hometown will be helping out with entertainment, games, and parade whatever they can do to help.  Explains she is looking into getting some estimates for signage coming into town on Hwy 27 to let people know there is a town here.  Asks council for support from City of Buchanan for Better Hometown’s annual assessment that is coming up soon she will be bringing in report to let them know progress. 

 

New Business:

 

Mayor Pro-Tem Hughes reads proclamation declaring August 14, 2012 Mayor Benjamin S. (Buster) Biggers day in the City of Buchanan.

(Buster) Biggers day.  Patty Hutcheson made motion to adopt the proclamation declaring August 14, 2012 Mayor Benjamin S. (Buster) Biggers day.   Patricia Warren seconded the motion.  Motion carried 3-0.

 

Old Business:

 

Mayor Pro-Tem Hughes explains there will be two phases for construction of the park behind City Hall and asks if the council is ready to approve the two phases and move forward with construction.  VFW Park donates five hundred dollars to be used for park construction.

 

Mayor Pro-Tem Hughes asks for motion to move forward with park construction phase I and phase II with a total budget of ninety thousand dollars out of the park fund.  Patricia Warren made motion to move forward with park construction phase I and phase II with a total budget of ninety thousand dollars out of the park fund.   Donald Rainey seconded the motion.  Motion carried 3-0.

 

Department Updates:

 

Mayor Pro-Tem Hughes asks for the department updates:

 

Public Works Director Dean Tanner:

 

Explains he is almost finished with running water lines up to the Kelly Foundation Senior Living Center.  Explains several other projects he has going on at this time and will soon be getting ready for fair on the square.   

 

 

 

 

Police Chief Tracy Lambert:

 

Explains he and Captain Patterson participated in a radio show what’s happening in West Georgia and got good reviews and plan to make it a habit to update citizens on happenings.  Explains he is looking for photos to hang in courtroom and if anybody has any for him to look at if he wants to use them he would make a copy and return the originals.  Asks council to consider what type of logo or symbol to put behind the mayor or judge to make it look professional that should cost around two hundred dollars.  Explains ideas he and Dean have had regarding cleaning in Buchanan.  Explains fine prices that have not been updated and asks for council to adopt ordinance to update fine prices.  Explains he also needs to update technology price and pass that on to the offender.  Explains budget is on track so far.

City Clerk Karen King:

 

Presents council with employee benefit renewal packets and explains savings for year.  Explains there is a new business in town and in the future will be asking to sell guns.   

 

Mayor Pro-Tem Hughes asks to accept insurance coverage for year as presented. Patty Hutcheson made motion to accept insurance coverage for year as presented.   Patricia Warren seconded the motion.  Motion carried 3-0.

 

Mayor Pro-Tem Hughes asks for a motion to go into executive session for land purchase.  Patricia Warren makes motion to go into executive session for land purchase.  Patty Hutcheson seconded motion.  Motion carried 3-0.
