MINUTES OF COUNCIL MEETING

 

September 11, 2012

 

Attendance:  Mayor Pro-Tem:  Kenny Hughes.

Council Members:  Patricia Warren, Patty Hutcheson, Donald Rainey.

 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 

Mayor Pro-Tem Hughes: called the meeting to order at 7:08 p.m.

 

Mayor Pro-Tem Hughes welcomed everyone.

 

Mayor Pro-Tem Hughes leads Pledge of Allegiance.

 

Mayor Pro-Tem Hughes asks for to lead invocation.

 

Mayor Pro-Tem Hughes asks to accept the agenda for tonight with addition of Holly Village and Andrew Tracy, remove setting Millage Rate.  Patricia Warren made motion to accept the agenda for tonight with addition of Holly Village and Andrew Tracy, remove setting Millage Rate.  Patty Hutcheson seconded the motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks to accept the minutes from Council Meeting August 14, 2012 with changes.  Donald Rainey made a motion to accept the minutes from Council Meeting August 14, 2012 with changes.   Patricia Warren seconded the motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks for a motion to go into executive session for discussion of special election for mayor seat and personnel issue.  Patricia Warren makes motion to go into executive session for discussion of special election for mayor seat and personnel issue.  Patty Hutcheson seconded motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks for a motion to come out of executive session.  Donald Rainey makes motion to come out of executive session.  Patricia Warren seconded motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks for a motion to allow Public Works Director Dean Tanner hire a part time employee based on background check.  Patricia Warren makes motion to allow Public Works Director Dean Tanner to hire a part time employee based on background check.  Patty Hutcheson seconded motion.  Motion carried 4-0.

 

 

 

 

 

 

Public Participation:

 

Holly Village

 

Mayor Pro-Tem Hughes asks for a motion to adopt Holly Village Resolution with new wording.  Patricia Warren makes motion to adopt Holly Village Resolution with new wording.  Patricia Warren seconded motion.  Motion carried 4-0.

 

Andrew Tracy

 

Asks to be allowed to sell guns council discusses selling guns and agree to allow Andrew Tracy to sell guns in his military surplus store.

 

 

Jana Gentry (Library) 

 

This is national library sign up month and hopes that everyone will get their library card.  E- books are getting closer to being there.  Hopes everyone comes out and enjoys Fall Festival

 

Janie Holder (Better Hometown Manager)/Iris Baggett

 

Iris Baggett also hopes everyone will come to Fall Festival. 

 

Old Business:

 

Mayor Pro-Tem Hughes asks for update on Park behind City Hall.  Public Works Director Dean Tanner and Police Chief Tracy Lambert explain deals they have found and what the Park will consist of.

Public Works Director Dean Tanner:

 

We did not receive the CDBG grant he had applied for.  Water Customers coming to City of Buchanan from the Haralson County line are our customers now.  Kelly Senior Living Center is getting ready for their open house and ribbon cutting.  Redid some curb and gutter and some side walk on part of Van Wert and will schedule some road work with County.  Next week will be placing a pressure regulator on the corner of Macedonia which should give more pressure to Westmoreland Subdivision area. 

 

Police Chief Tracy Lambert:

 

Updates council on how his department stands on budget numbers.  New truck has come in asks if there are any questions or concerns regarding truck.

 

 

City Clerk Karen King:

 

Kelly Senior Living Center ribbon cutting will be same day as fall festival and would like as many council there as possible.  Clean or Lien letter update discussion with council.    Presents council with phone system bid and states she will be getting other bids the phones at offices are going out and are wore out.  Special election will be March the 18, 2013 and will be called for in newspaper in November or December.  Will be calling for a quick called meeting at next work session to set millage rate will be looking into lowering if at all possible due to increase in assessments.
