MINUTES OF COUNCIL MEETING

 

October 16, 2012

 

Attendance:  Mayor Pro-Tem:  Kenny Hughes.

Council Members:  Patricia Warren, Patty Hutcheson, Donald Rainey.

 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 

Mayor Pro-Tem Hughes: called the meeting to order at 7:05 p.m.

 

Mayor Pro-Tem Hughes welcomed everyone.

 

Mayor Pro-Tem Hughes leads Pledge of Allegiance.

 

Mayor Pro-Tem Hughes asks for invocation.

 

Mayor Pro-Tem Hughes asks to accept the agenda for tonight with addition of executive session to discuss Kelley Senior Living Center.  Patty Hutcheson made motion to accept the agenda for tonight with addition executive session to discuss Kelley Senior Living Center.  Patricia Warren seconded the motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks for a motion to go into executive session for discussion of Kelley Senior Living Center.  Donald Rainey makes motion to go into executive session for discussion of Kelley Senior Living Center.  Patricia Warren seconded motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks for a motion to come out of executive session.  Donald Rainey makes motion to come out of executive session.  Patricia Warren seconded motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks to accept the minutes from Council Meeting September 11, 2012 and Work Session September 25, 2012 with changes.  Patricia Warren made a motion to accept the minutes from Council Meeting September 11, 2012 and Work Session September 25, 2012 with changes.   Patty Hutcheson seconded the motion.  Motion carried 4-0.

States the 5-K run was a great success and thanks Police, Mayor and Council for allowing the 5K run, presents t-shirts. 

 

 

 

No Longer Bound – Shawn Loveless

 

Asks to be allowed to have his crews come in and take down old buildings “contract will be signed to release City of Buchanan from any liability that could arise in tearing down the old structures” in Buchanan and keep the materials to make furniture for this non-profit organization.

E-book’s are finally a reality.  Pumpkin Caper is scheduled for October 30, 2012 theme will be political pumpkins.  Will be offering some basic computer classes soon. Festival of trees will be first week in December.

Public Works Director Dean Tanner:

 

Kelley Senior Living Center project is coming to a close and Mr. Kelley would like to ask council to allow him to set up a payment plan for his sewage tap and water meter tap so he doesn’t have to come up with all the money at one time, in the beginning Mr. Kelley was informed what these fees would be and he would be expected to pay fees upfront before being added to lines.  Presents council with documents concerning USDA loan grant combination for upgraded sewage treatment plant and lets them know he will need a called meeting to have public hearing on October 30, 2012.

 

Mayor Pro-Tem Hughes asks for a motion to refuse Joe Kelley request for extension on sewage tap and water tap fees.  Patty Hutcheson makes motion to refuse Joe Kelley request for extension on sewage tap and water tap fees.  Kenny Hughes seconded motion.  Motion carried 4-0.

 

Police Chief Tracy Lambert:

 

Heath Williams resigned and Jason Ayers was offered better job so he is doing backgrounds and interviews next week.  Police Academy starts Thursday at 6:00 p.m.  My phone number is on the sign out front so anybody has any questions I am available 24/7. 

 

 

City Clerk Karen King:

 

Presents council with mock ordinance on pawn shops to look over and decide what type of pawn shop ordinance we should have.  Presents council with possible classes they could sign up for in Macon in November.  Taxes will be mailed out Friday.
