CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING 

September 21, 2010 

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Patricia Warren, Kenny Hughes, McKinley Pate.  

Department Heads: Assistant City Clerk Betty Harvell, Public Works Director Dean Tanner, Police Chief Tracy Lambert. 

Mayor Biggers: called the meeting to order at 6:30 p.m. 

Mayor Biggers welcomed everyone. 

Mayor Biggers leads Pledge of Allegiance. 

Mayor Biggers gives invocation. 

Mayor Biggers asks to accept the agenda for tonight. McKinley Pate made a motion to accept the agenda.  Patricia Warren seconded the motion.  Motion carried 3-0. 

Mayor Biggers asks to accept the minutes from August 10, 2010, and Work Session from August 31, 2010.  Patricia Warren made a motion to accept the minutes.  Kenny Hughes seconded the motion.  Motion carried 3-0.   

Public Participation: 

Mayor Biggers asks Michael Wallace to come forward.  Michael Wallace explains the Christmas and Thanksgiving dinners given here at city hall in 2009 was a huge success and asks to be allowed to have them again adding Easter this upcoming year. 

Mayor Biggers asks to allow Michael Wallace to have Christmas, Thanksgiving and Easter dinners at city hall.   Patricia Warren made a motion to allow Michael Wallace to have Christmas, Thanksgiving and Easter dinners at city hall.  Kenny Hughes seconded the motion.  Motion carried 3-0.   

Mayor Biggers asks Jana Gentry to come forward.  Jana Gentry presents mayor and council with information regarding library and explains upcoming events and expresses hope that the construction will conclude in a timely fashion and the possibility that fall festival could possibly be combined with pumpkin caper.

 

Mayor Biggers asks Janie Holder.  Janie Holder presents mayor and council with information packet and gives update regarding DBR afterward asks mayor and council for questions.  Council and Janie Holder agree that there was breakdown of communication and each agree to do better in future. 

Old Business: 

VOTE TO PURCHASE PLAYGROUND  

Mayor Biggers asks for vote to purchase playground equipment with the remaining six thousand from dca grant.  Patricia Warren made a motion to purchase playground equipment with the remaining six thousand from dca grant.  McKinley Pate seconded the motion.  Motion carried 3-0. 

Department Updates: 

Mayor Biggers asks for the department updates: 

Public Works Director Dean Tanner:  

(1.) Explains he is receiving estimates to install a storm drain. (2.) Explains streetscape is coming together now however fountain has been moved closer to street and is hopeful that construction will be complete mid October.  (3.)   Explains he will take care of watering the best he can on the square.  Explains there will be a log in sheet to eliminate over watering and over fertilizing.  

Assistant City Clerk Betty Harvell:  

Explains City Clerk Karen King prepared a document giving Assistant City Clerk Betty Harvell full power and duties of City Clerk beginning September 22, 2010 and ending October 4, 2010 when she returns from sick leave.  Assistant City Clerk Betty Harvell explains that this is so she can deal with a worker comp situation that has arisen.  

Mayor Biggers asks for vote to give Assistant City Clerk Betty Harvell full power and duties of City Clerk beginning September 22, 2010 and ending October 4, 2010 when City Clerk Karen King returns from sick leave.  Patricia Warren made a motion to give Assistant City Clerk Betty Harvell full power and duties of City Clerk beginning September 22, 2010 and ending October 4, 2010 when City Clerk Karen King returns from sick leave.  McKinley Pate seconded the motion.  Motion carried 3-0. 

Police Chief Tracy Lambert:  

(1.) Explains bench warrant activity has cleared seventeen thousand seven hundred and forty five dollars since May 2010.  (2.) Explains online payments for traffic fines have been a huge success and so far this month there had been twenty two payments paid online.  (3.) Explains his department is working on evidence room in order to become state certified.  (4.)  Explains that he is analyzing revenue brought in from fines further explaining that his programs are working.  (5.)  Explains changes that should be made to personnel ordinance. 

Mayor Biggers asks for a motion to go into executive session to discuss personnel.  Kenny Hughes makes motion to go into executive session.   Patricia Warren seconded motion.  Motion carried 3-0.
