MINUTES OF COUNCIL MEETING

December 11, 2012

 

Attendance:  Mayor Pro-Tem:  Kenny Hughes.

Council Members:  Patty Hutcheson, Donald Rainey.

 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 

Mayor Pro-Tem Hughes: called the meeting to order at 7:05 p.m.

 

Mayor Pro-Tem Hughes welcomed everyone.

 

Mayor Pro-Tem Hughes leads Pledge of Allegiance.

 

Mayor Pro-Tem Hughes asks for invocation.

 

Mayor Pro-Tem Hughes updates council on when playground equipment will arrive.

 

Mayor Pro-Tem Hughes asks to accept the agenda for tonight with addition of adding City Auditor Michelle Robinson to public participation.  Donald Rainey made motion to accept the agenda for tonight with addition of adding City Auditor Michelle Robinson to public participation.  Patty Hutcheson seconded the motion.  Motion carried 3-0.

 

Mayor Pro-Tem Hughes asks to accept the minutes from Council Meeting November 13, 2012.  Patty Hutcheson made a motion to accept the minutes from Council Meeting November 11, 2012.   Donald Rainey seconded the motion.  Motion carried 3-0.

 

Public Participation:

 

Michelle Robinson (City Auditor)

 

Presents council with annual audit report and explains report and asks if there are any questions.

 

Kelly Crawford

 

Explains to council she wants to start a restaurant that will sell pizza and hot wings and also sell packaged alcohol through a drive thru window.

 

Jana Gentry (Library)

 

Explains circulation is still averaging higher than it has in the last five years library offered two computer classes during November that were well received two more are scheduled for January special education class will be using the courtroom for a mock trial schools will be touring library in Bremen held their grand opening on December 3rd still serving on e-book committee offering is small for now but will grow children enjoyed making holiday crafts and Christmas story-time.

Public Works Director Dean Tanner:

 

Things that will need to be addressed in the upcoming year:  still working on USDA loan: lawnmower that needs to be replaced: S-10 pickup is giving issues and will need to be replaced:  Update on playground.  Will be attending class next week on CDBG grant application to learn how the funding is distributed and who would be best to write the grant application.

 

Police Chief Tracy Lambert:

 

Department has been really busy made several drug arrests looking at a matching grant and will leave it to council to decide if he should proceed. 

 

City Clerk Karen King:

 

Upcoming special election for Mayor qualifying dates will begin Wednesday February 13th at 8:30 a.m. and end 12:30 p.m. Friday February 15th need resolution adopted tonight for qualifying and special election to be held March 19th.  Holly Village needs date changed on prior resolution Mayor Pro-Tem signs update for Holly Village.  Kelly Senior Living Center Foundation ribbon cutting will be December 17th at 11:00 a.m. Explains transfers and when they were paid back.  Update on Municode.  Update on property taxes collected so far.  City inspector Terry Floyd is not returning phone calls Robert Smith from the County is filling in.
