MINUTES OF COUNCIL MEETING

January 8, 2013

 

Attendance:  Mayor Pro-Tem:  Kenny Hughes.

Council Members: Patricia Brown, Patty Hutcheson, Donald Rainey.

 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 

Mayor Pro-Tem Hughes: called the meeting to order at 7:05 p.m.

 

Mayor Pro-Tem Hughes welcomed everyone.

 

Mayor Pro-Tem Hughes leads Pledge of Allegiance.

 

Mayor Pro-Tem Hughes asks for invocation.

 

Mayor Pro-Tem Hughes updates council on playground.

 

Mayor Pro-Tem Hughes asks to accept the agenda for tonight with addition of adding Greg Poteet to public participation.  Patricia Brown made motion to accept the agenda for tonight with addition of adding Greg Poteet to public participation.  Donald Rainey seconded the motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks to accept the minutes from Council Meeting December 11, 2012.  Patty Hutcheson made a motion to accept the minutes from Council Meeting December 11, 2012.   Patricia Brown seconded the motion.  Motion carried 4-0.

 

Public Participation:

 

Greg Poteet (DCA)

 

Requests putting selling alcohol by the drink and package sales on Sunday on ballot in March and let the City decide.

 

Mayor Pro-Tem Hughes asks for referendum on March ballot for alcohol by the drink and package sales on Sunday.  Donald Rainey made a motion for referendum on March ballot for alcohol by the drink and package sales on Sunday.   Patricia Brown seconded the motion.  Kenny Hughes abstains from vote because of his job.  Motion carried 3-0.

 

Jana Gentry (Library)

 

Explains circulation, library offers computer classes, special education class used the courtroom for a mock trial. 

 

 

Janie Holder (Better Hometown Manager)

 

Offers help with Park as needed.  Asks council to consider entrance signs for City of Buchanan they have some samples if council would like to see them.  Public Works Director Dean Tanner asks what about New Year’s activity for downtown.  Better Hometown is open for ideas and would like Buchanan to participate on New Year’s Eve.

 

New Business: (Elect Mayor Pro-Tem)

 

Mayor Pro-Tem Hughes asks for nomination for Mayor Pro-Tem.  Patricia Brown made a nomination to keep Kenny Hughes as Mayor Pro-Tem.   Donald Rainey seconded the nomination.  Nomination carried 3-0.

 

Department Updates:

Public Works Director Dean Tanner:

 

Attended class on CDBG grant application and now has a better understanding of how it works.  Would like to have our application written this year by an independent grant writer they are not very expensive and it will be worth it if we get a grant.  Looking at prices on equipment that needs to be updated hopefully by spring as prices will be cheaper.  Park is looking good updates council on progress of work on park.

 

Police Chief Tracy Lambert:

 

Update on Municode feels like we are going to have it done soon.  Mentions death of a juvenile who lived behind City Hall stating his department was recently recertified in CPR and AED and asks to use SPLOST funds to purchase an AED to use on streets at all times  in case they are the first ones on the scene.   Council asks for price check on AED before they vote on it.  Plans to hit the ground running this year on training classes one of the main things he is being asked is self-defense class as well as fire arms and has those scheduled now and will be doing another CPA class this year will also again be getting the word for crime prevention out on radio and newspaper medias.  Meeting with school superintendent regarding children’s safety at school and making children feel safe as they attend school.   Putting out dumpsters hoping to resolve issues before action has to be taken.  Feels like 2012 was a good year and hopes 2013 will be good too.

 

City Clerk Karen King:

 

Would like to go ahead and cut the library check for $5,000.00 council agrees to go ahead and cut check.  There is a dog causing problems at Westmoreland Subdivision and the animal shelter has stated that they have done all they can Mayor Pro-Tem Hughes explains that he will take care of this.  Would like to move forward with replacing signs written in all caps with signs written in upper and lower case letters explains this is a federal requirement and we could lose federal funding if we do not comply by 2015 would like to start now replacing maybe 10 per month until complete.  Council would like a list of what and how many will need to be replaced.  Home that burned on Van Wert Street is going to be torn down and rebuilt.  Gives update on how much is in SPLOST funds for each department.

 

Mayor Pro-Tem Hughes asks for a motion to adjourn.  Patricia Brown makes motion to adjourn.  Donald Rainey seconded motion.  Motion carried 4-0.
