MINUTES OF COUNCIL MEETING

March 12, 2013

 

Attendance:  Mayor Pro-Tem:  Kenny Hughes.

Council Members: Patricia Brown, Patty Hutcheson, Donald Rainey.

 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 

Mayor Pro-Tem Hughes: called the meeting to order at 7:00 p.m.

 

Mayor Pro-Tem Hughes welcomed everyone.

 

Mayor Pro-Tem Hughes leads Pledge of Allegiance.

 

Mayor Pro-Tem Hughes asks for invocation.

 

Mayor Pro-Tem Hughes asks to accept the agenda for tonight.  Donald Rainey made motion to accept the agenda for tonight.  Patricia Brown seconded the motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks to accept the minutes from Council Meeting February 12, 2013 and Called Meeting January 29, 2013.  Donald Rainey made a motion to accept the minutes from Council Meeting January 8, 2013 and Called Meeting January 29, 2013 with correction.   Patty Hutcheson seconded the motion.  Motion carried 4-0.

Iris Badgett (Better Hometown)

 

First car show will be April 6, 2013.  The plan is to run car shows on first Saturday from 5:00 pm to 8:00 pm.  Fair on the square will be May 18, 2013 and we will be catering more to true arts and crafts this time.  May is historic preservation month so we will try to do a heritage day.

 

New Business: (Buchanan City Wide Yard Sale)

 

Will be held on April 20, 2013 from 8:00 am on until finished.  Dianne Williams is in charge questions will be directed to her.

Public Works Director Dean Tanner:

 

CDBG grant application must be turned in by April 1, 2013 and tonight I would like to select our engineer and administrator for CDBG grant application.  Received truck today and thinks he did well on all three pieces of equipment.  Updates council on park and discusses donations and parking. 

 

Mayor Pro-Tem Hughes asks to allow Public Works Director Dean Tanner use Rindt McDuff as engineer for CDBG grant as he recommends.  Patty Hutcheson made motion to allow Public Works Director Dean Tanner to use Rindt McDuff as engineer for CDBG grant as he recommends.  Patricia Brown seconded the motion.  Motion carried 4-0.

 

Mayor Pro-Tem Hughes asks to allow Public Works Director Dean Tanner use Alan Smith Consultant as administrator for CDBG grant as he recommends.  Patricia Brown made motion to allow Public Works Director Dean Tanner to use Alan Smith Consultant as administrator for CDBG grant as he recommends.  Donald Rainey seconded the motion.  Motion carried 4-0.

 

Police Chief Tracy Lambert:

 

Police Department is one officer short has two officers that are working part-time and he would like to bring them on full time as of April 1st.  Asks council to think about purchasing refurbished “tag reading machine” that police department has tested for the last couple of months.  Women’s firearm safety class went well.  It’s time for state certification and it’s necessary to upgrade police department evidence room to ensure it is not accessible.  Update on walk-ins in city businesses and what was seen.  Update on clean or liens.  Asks council if they would like allow him to negotiate with Georgia Department of Natural Resources State Parks and Historic sites regarding land and water conservation fund conversion.

Mayor Pro-Tem Hughes asks to allow Police Chief Tracy Lambert to spend no more than one thousand dollars to secure police department evidence room out of SPLOST.  Donald Rainey made motion to allow Police Chief Tracy Lambert to spend no more than one thousand dollars to secure police department evidence room out of SPLOST.  Patricia Brown seconded the motion.  Motion carried 4-0.

 

City Clerk Karen King:

 

Updates council on park fund account and explains expenditures.   

 

Mayor Pro-Tem Hughes asks for a motion to go into executive session for discussion of legal matters.  Patricia Warren makes motion to go into executive session for discussion of legal matters.  Patty Hutcheson seconded motion.  Motion carried 4-0.
