MINUTES OF COUNCIL MEETING

 

April 30, 2013

Mayor:  Chase Croft

 

Council Members:  Patricia Brown, Patty Hutcheson, Donald Rainey.

 

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert

 

Mayor Croft: called the meeting to order at 7:00 p.m.

 

Mayor Croft welcomed everyone.

 

Mayor Croft asks for invocation.

 

Mayor Croft leads Pledge of Allegiance.

 

Mayor Announcements:

 

Thanks all who helped with the City Park on Friday which was a holiday the sod that was laid is turning green.  On May 2nd there will be a prayer breakfast at 7:30 am at Sewell Mill in Bremen and would like to invite everybody that is here to attend if you have time the Chamber will be hosting the breakfast.  Meet with the Development Authority and discussed plans for the future of West Georgia Industrial Park on our four lane on Highway 27 and we discussed where we are on the CDBG grant process what our sewage capacity will be once we get the grant and what our sewage capacity is right now.  Asks Donnie Boswell if he has anything to say on this issue Donnie Boswell states he is looking forward to working with ladies and gentlemen of the City of Buchanan now that there is a possibility we can offer sewer.

 

 

Mayor Croft asks to accept the agenda for tonight.  Patty Hutcheson made motion to accept the agenda for tonight.  Donald Rainey seconded the motion.  Motion carried 3-0.

 

Mayor Croft asks to accept the minutes from Council Meeting March 12, 2013 and Called Meeting March 28, 2013.  Donald Rainey made a motion to accept the minutes from Council Meeting March 12, 2013 and Called Meeting March 28, 2013.   Patty Hutcheson seconded the motion.  Motion carried 3-0.

 

 

 

 

 

 

Public Participation:

 

Jana Gentry (Library)

 

Thank you for allowing me to keep you updated on the library and for the desk donated to the library.  Had a great time at Buchanan primary school reading night on April 18th there was a good crowd there.  Completed computer basics classes at the library will start those back up in the fall.  Children’s story time is every Monday at 2:00 pm.  Looking forward to summer reading time there will be all sorts of activities.  Would like to present mayor and council with library budget proposal at next regular meeting asks if the library will be receiving the additional five thousand discussed in a recent meeting.  

 

Iris Badgett (Better Hometown)

 

Car show this weekend starting at 5:00 pm will be selling concessions with proceeds going to library.  Fair on the Square will be May 18th.  

 

New Business: Vote on adding Kenny Hughes as additional check signer

 

 

Mayor Croft asks to add Kenny Hughes as an additional check signer.  Patricia Brown made motion to add Kenny Hughes as an additional check signer.  Donald Rainey seconded the motion.  Motion carried 3-0.

 

Department Updates:

Public Works Director Dean Tanner:

 

Presents mayor and council with estimate on storage container needed and will purchase from SPLOST.  Speed breakers were removed from Tallapoosa Street they caused water to spray back on the road and became hazardous to newer model vehicles and people were going into yards to avoid the breakers would like consider using the newer speed humps if it is decided that something needs to go back there.  City Park grand opening will be May 18th at 9:00 am.  Will get flowers in the flower pots on the square before Fair on the Square May 18th. 

 

Mayor Croft asks to allow Public Works Director Dean Tanner to purchase storage container.  Patty Hutcheson made motion to allow Public Works Director Dean Tanner to purchase 45 foot storage container for three thousand dollars.  Patricia Brown seconded the motion.  Motion carried 3-0.

 

 

 

 

 

Police Chief Tracy Lambert:

 

Thanks for allowing me to be the Police Chief.  Thanks Jana Gentry for giving him an article about his father and he has enjoyed reading old newspaper articles.  To prepare for disasters this summer he and Bobby Patterson are going to go to the Schools and video every inch of the schools.  Bobby Patterson is working on State Certification.  Would like to add two part time positions to replace the open full time position.  Asks Gary Shaw to come up and give presentation on why we need a tag reader.  Council decides to table tag reader to next council meeting.  Will be getting prices on blow up screen and projector for movies in the park.

 

City Clerk Karen King:

 

Would like to give away gift certificates at grand opening for City Park discusses fees for renting park for birthday parties.  Mailed out late mailers for past due taxes and has collected more than eleven thousand since April 4th.  Update on Wesley Camp trailer that burned there is a man interested in purchasing that property and tearing down the burned out trailer as well as another that is in bad shape. Since taxes are coming in and emergency fund is set aside it is up to council to donate more to library council decides to donate two thousand five hundred now and revisit if we can donate and additional two thousand five hundred in June.

 

Mayor Croft asks for a motion to donate two thousand five hundred dollars to library.  Patty Hutcheson makes motion to donate two thousand five hundred dollars to library.  Patricia Brown seconded motion.  Motion carried 3-0.

 

Mayor Croft asks for a motion to go into executive session.  Patricia Brown makes motion to go into executive session for discussion of legal matters.  Donald Rainey seconded motion.  Motion carried 3-0.
