MINUTES OF COUNCIL MEETING

 

May 14, 2013

Mayor:  Chase Croft

 

Council Members:  Kenny Hughes, Patricia Brown, Patty Hutcheson, Donald Rainey.

 

Department Heads: Deputy Clerk Betty Harvell, Public Works Director Dean Tanner, Police Chief Tracy Lambert

 

Mayor Croft: called the meeting to order at 7:00 p.m.

 

Mayor Croft welcomed everyone.

 

Mayor Croft asks for invocation.

 

Mayor Croft leads Pledge of Allegiance.

 

Mayor Announcements:

 

We will be having fair on the square May 18th we will also be having a ribbon cutting for the new city park on May 18th at 9:00 a.m.  I will order biscuits from Gwen’s Kenny is bringing water and gift card to give away. 

 

Mayor Croft asks to accept the agenda for tonight.  Donald Rainey made motion to accept the agenda for tonight.  Patty Hutcheson seconded the motion.  Motion carried

4-0.

Public Participation:

 

Jana Gentry (Library)

 

Jana Gentry presents mayor and council with Buchanan-Haralson Public Library Budget for 2013-2014 and asks for serious consideration because the library cannot get by without City of Buchanan donation.  Presents mayor and council with brochure explaining summer programs for library asks Deputy Clerk Betty Harvell if they minded handing some out at their front window Deputy Clerk Betty Harvell accepts the brochures and tells Jana Gentry she will put them in the window.  Two people from the audience speak on behalf of library.

 

 

Janie Holder (Better Hometown)

 

Fair on the square on May 18th will be the 39th year the parade will start at noon and will line up at the primary school will have lots of activities will have the Haralson County High School Marching Band there as well as several other entertainment acts and singers.

Spoke to Alex Melendez from Los Cowboys who wants to put awning over front of his building we do have guidelines for addition of awning and would like to work with City of Buchanan to make sure guidelines are met and make sure it is something he can be proud of and will work well with the City.  Received main street certification and really proud of it presents mayor and council with copy of certification. 

 

New Business: Property on Young Street

 

Mayor Croft asks for discussion of property on Young Street it has come to his attention that a citizen would like to purchase the property and so it must be auctioned. 

 

Mayor Croft asks to declare property on Young Street “Lot 71 and Lot 72” Surplus Property and start bid process at next work session with ad stating that there is a minimum bid of $5,100.00.  Patricia Brown made motion declare property on Young Street “Lot 71 and Lot 72” Surplus Property and start bid process at next work session with ad stating that there is a minimum bid of $5,100.00.  Kenny Hughes seconded the motion.  Motion carried 4-0.

 

Council will check zoning for empty lot across from MCL because a Mr. Treadwell who could not attend meeting tonight would like to open a propane gas business at that location.

Public Works Director Dean Tanner:

 

Public Works Director presents mayor and council with estimate from Bobby Reid on paving two parking areas around City Park looking into finding more paving companies to get estimates from as well finishing work on park to get ready for opening has discussion with council on park rules and opening and closing times. Park rules are as follows: Open 8:00 a.m. Close dusk – City is not liable for accidents- No glass- No pets- No smoking- No skateboards- No bikes inside fence- No alcohol- No tobacco. 

 

Mayor Croft asks to allow rental of pavilion at City Park to be rented as listed on document provided to mayor and council.  Kenny Hughes made motion to allow rental of pavilion at City Park to be rented as listed on document provided to mayor and council.  Patricia Brown seconded the motion.  Motion carried 4-0.

 

 

 

Police Chief Tracy Lambert:

 

Police Chief discusses safety issues and how to resolve them with Janie Holder in regard to Fair on the Square.  Police Chief has hired Brian Doss as part time and is still working on State Certification for Police Department.   Police Chief asks council about tag reader and if they are ready to vote on tag reader.  Police Chief would like to replace old computers in his offices with laptops council would like to consider that at a later date. 

 

Mayor Croft asks to allow Police Chief Tracy Lambert to purchase tag reader for $15,812.50 with half coming from Police SPLOST and half coming from City SPLOST.  Donald Rainey made motion to allow Police Chief Tracy Lambert to purchase tag reader for $15,812.50 with half coming from Police SPLOST and half coming from City SPLOST.  Patricia Brown seconded the motion.  Patty Hutcheson opposes.  Motion carried 3-1.

 

Deputy Clerk Betty Harvell:

 

No update.

 

Mayor Croft asks for a motion to go into executive session.  Patricia Brown makes motion to go into executive session for discussion of legal matters.  Donald Rainey seconded motion.  Motion carried 4-0.
