CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING 

November 9, 2010 

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Patricia Warren, Kenny Hughes, McKinley Pate.  

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert. 

Mayor Biggers: called the meeting to order at 6:30 p.m. 

Mayor Biggers welcomed everyone. 

Mayor Biggers leads Pledge of Allegiance. 

Mayor Biggers gives invocation. 

Mayor Biggers asks to accept the agenda for tonight. McKinley Pate made a motion to accept the agenda.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0. 

Mayor Biggers asks to accept the minutes from October 12, 2010.  Patricia Warren made a motion to accept the minutes.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0.   

Public Participation: 

Mayor Biggers asks City Attorney Rob Monroe to come forward.  Rob Monroe opens floor for comments regarding closing of Park Drive “owned by Gwen Gower who requested it be closed for her restaurant to have additional parking”.  No comments were made so Rob Monroe closed session. 

Mayor Biggers asks for vote on closing Park Drive.  Kenny Hughes made a motion to close Park Drive.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0.   

Mayor Biggers asks to adopt ordinances provided by Police Chief Tracy Lambert “only if approved first by City Attorney Rob Monroe.  Benjamin Westmoreland made a motion to adopt ordinances provided by Police Chief Tracy Lambert “only if approved first by City Attorney Rob Monroe”.  Kenny Hughes seconded the motion.  Motion carried 4-0.   

Mayor Biggers asks Jana Gentry to come forward.  Jana Gentry thanks everyone for helping with Pumpkin Caper.  Explains library is spending grant received from Carroll EMC.  Explains upcoming events scheduled for library. 

Mayor Biggers asks Iris Baddget to come forward.  Iris Baddget explains that the next event will be Supper with Santa.  Iris Baddget explains that Bell Tower Bash has been given to Tallapoosa.  Iris Baddget invites everyone to the next DBR meeting.

Mayor Biggers presents Jana Gentry with a check for $5000.00 on behalf of the City of Buchanan for the library.   

Department Updates: 

Mayor Biggers asks for the department updates: 

Public Works Director Dean Tanner:  

(1.)  Feels that in the future when City of Buchanan does have the Bell Tower Bash that we should ask for corporate sponsors to offset the cost of fireworks.  (2.) Explains that his department will be putting up Christmas decorations next week. 

Police Chief Tracy Lambert:  

(1.)  Asks for budget amendment $2,601.00 police department earned form sell of vehicles. (2.) Updates mayor and council on money police department has taken in.  (3.)  Updates mayor and council on programs his department has implemented.  (4.)  Explains to mayor and council that he will be choosing which day his department will be taking off for Veterans Day.   

Mayor Biggers asks for a motion to amend budget and increase police department uniform line item by $2,601.00.  Benjamin Westmoreland makes motion to amend budget and increase police department uniform line item by$2601.00.  Kenny Hughes seconded motion.  Motion carried 4-0. 

City Clerk Karen King: 

(1.) Informs mayor and council of upcoming classes for elected officials. (2.) Explains that property taxes went out and payments are coming in.  (3.)  Explains that the Employee Christmas party has been arranged in Haralson County at the Big Timber Lodge in Tallapoosa. 

Mayor Biggers asks for a motion to go into executive session.  Patricia Warren makes motion to go into executive session.  Kenny Hughes seconded motion.  Motion carried 4-0. 

Mayor Biggers asks for a motion to come out of executive session.  Benjamin Westmoreland makes motion to come out of executive session.  Patricia Warren seconded motion.  Motion carried 4-0. 

Mayor Biggers asks for a motion to adjourn.  Benjamin Westmoreland makes motion to adjourn.  Patricia Warren seconded motion.  Motion carried 4-0.
