CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING 

February 8, 2011 

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Kenny Hughes, McKinley Pate.  

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Filling in for Police Chief Tracy Lambert – Deputy Chief Lee Carroll. 

Mayor Biggers: called the meeting to order at 6:30 p.m. 

Mayor Biggers welcomed everyone. 

Mayor Biggers leads Pledge of Allegiance. 

Mayor Biggers asks Henry Bedford to give invocation. 

Mayor Biggers asks to accept the agenda for tonight.  Kenny Hughes made a motion to accept the agenda.  Benjamin Westmoreland seconded the motion.  Motion carried 3-0. 

Mayor Biggers asks to accept the minutes from January 6, 2010 council meeting and January 22, 2010 work session with correction.  Kenny Hughes made a motion to accept  minutes with correction.  Benjamin Westmoreland seconded the motion.  Motion carried 3-0.   

Public Participation: 

Mayor Biggers asks Jana Gentry to come forward.  Explains reserves are small for summer.  Presents mayor and council with document explaining upcoming events for the library and explains events.  Explains Ruth Clarke donated a bunny house and the library it in upcoming activities. Explains Rhubarb Jones will be a guest speaker at the April 4th meeting. Explains upgrades made to library thanks to a grant and other donations.  Explains she is writing another grant application.   

Old Business: 

EIP GRANT: 

Mayor Biggers reads document received from City Attorney Rob Monroe regarding there not being a conflict of interest for the mayor and council to apply for the EIP Grant. 

Department Updates: 

Mayor Biggers asks for the department updates: 

Public Works Director Dean Tanner:  

(1.)  States that Joe Kelly has advertised in the paper that he is taking bids for the Senior Assisted Living Center Project and he should start the project about the 1st of April.  

Filling in for Police Chief Tracy Lambert – Deputy Chief Lee Carroll:  

(1.) Explains there is an employee absent from work who was hurt on the job and is drawing worker compensation at this time.  Police Chief Tracy Lambert would like to ask mayor and council to vote on him hiring a part-time employee to fill in during the  absence of the injured officer.  

Mayor Biggers asks to allow Police Chief Tracy Lambert to hire a part-time employee to fill in for absent officer.  Benjamin Westmoreland made a motion to allow Police Chief Tracy Lambert to hire a part-time employee to fill in for absent officer.  Kenny Hughes seconded the motion.  Motion carried 3-0.   

City Clerk Karen King:  

No update. 

Mayor Biggers asks for a motion to adjourn.  Benjamin Westmoreland makes motion to adjourn.  Patricia Warren seconded motion.  Motion carried 4-0.
