CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING 

March 8, 2011 

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Kenny Hughes, McKinley Pate, Patricia Warren.  

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Filling in for Police Chief Tracy Lambert – Deputy Chief Lee Carroll. 

Mayor Biggers: called the meeting to order at 6:30 p.m. 

Mayor Biggers welcomed everyone. 

Mayor Biggers leads Pledge of Allegiance. 

Mayor Biggers asks to accept the agenda for tonight.  Patricia Warren made a motion to accept the agenda.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0. 

Mayor Biggers asks to accept the minutes from February 8, 2011 council meeting and February 22, 2010 work session.  McKinley Pate made a motion to accept minutes.  Kenny Hughes seconded the motion.  Motion carried 4-0.   

Public Participation: 

Mayor Biggers asks Janie Holder to come forward.  Presents mayor and council with documents and explains upcoming events for tourism team Haralson County.  

 Mayor Biggers asks Jennie English to come forward.  Explains buy local buy chamber and how vital it is to the community.  Asks mayor and council to adopt resolution buy local and buy chamber for month of April and reads resolution.   

Mayor Biggers asks to adopt resolution making April buy local buy chamber month.  Benjamin Westmoreland made a motion to adopt resolution making April buy local and buy chamber month.  Patricia Warren seconded the motion.  Motion carried 4-0.   

Mayor Biggers asks Jana Gentry to come forward.  Explains the library continues with weekly story time.   

Department Updates: 

Mayor Biggers asks for the department updates: 

Public Works Director Dean Tanner:  

(1.)  Requests the mayor and council allow him to go ahead and pay for the bricks and flag pole and get reimbursed from the county. 

Mayor Biggers asks to allow Public Works Director Dean Tanner to pay invoices for bricks and flag pole and then ask to be reimbursed by County Board of Commissioners Office.  McKinley Pate made a motion to allow Public Works Director Dean Tanner to pay invoice for bricks and fag pole and then ask to be reimbursed by County Board of Commissioners.  Kenny Hughes seconded the motion.  Motion carried 4-0.   

 Police Chief Tracy Lambert  

(1.) Presents mayor and council with evaluation documents he has prepared and intends to implement in the upcoming fiscal year and asks mayor and council to go over and give their opinion.  (2.)  Explains to mayor and council that he made a donation to the friends of the library for cookbook preparation.  (3.) Explains to mayor and council that he and Bobby will be attending training classes on voice stress analyzer.  (4.)  Explains according to dollars collected being turned in by Intertech Probation Office that the programs he implemented are working.  (5.)  Explains he has made a contract with Ten Eight Forensics for blood and urine test to test the alcohol content levels instead of using Tanner Medical Center because they are cheaper.  (6.)  Explains third quarter budget analysis shows that his department is in good shape.  (7.)  Explains he has a man going through training and how and why it is not costing him a cent.  (8.)  Explains the man who owns the property he was about to clean or lien on Highland Avenue has stated that he would be willing to give the City a clean title to the property because his is financially unable to demolish the home and clean the property himself.  (9.)  Explains that he has community service workers out cleaning up all over the City of Buchanan. 

City Clerk Karen King:  

(1.)  Requests mayor and council hire Terry Floyd as city Inspector on an as needed basis.  (2.)  Presents mayor and council documents explaining that the money that was moved from water and sewer emergency fund has been put back all but twenty one thousand.  (3.)  Introduces Terry Floyd and has him talk to mayor and council and explain his fees. 

Mayor Biggers asks for a motion to hire Terry Floyd as City Inspector on an as needed basis and pay him the fees he had discussed with City Clerk Karen King.  McKinley Pate makes motion to hire Terry Floyd as City Inspector on an as need basis and pay him the fees he had discussed with City Clerk Karen King.  Kenny Hughes seconded motion.  Motion carried 4-0. 

Mayor Biggers asks for a motion to adjourn.  Benjamin Westmoreland makes motion to adjourn.  Patricia Warren seconded motion.  Motion carried 4-0.
