CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING 

May 10, 2011 

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, McKinley Pate, Patricia Warren.  

Department Heads: Filling in for City Clerk Karen King – Deputy Clerk Betty Harvell, Public Works Director Dean Tanner, Police Chief Tracy Lambert. 

Mayor Biggers: called the meeting to order at 6:30 p.m. 

Mayor Biggers welcomed everyone. 

Mayor Biggers leads Pledge of Allegiance. 

Mayor Biggers gives invocation 

Mayor Biggers asks to accept the agenda for tonight with change in order of mayor presentation and removal of executive session.  Patricia Warren made a motion to accept the agenda with change in order of mayor presentation and removal of executive session.   Benjamin Westmoreland seconded the motion.  Motion carried 3-0. 

Mayor Biggers asks to accept the minutes from April 19, 2011 council meeting, April 21, called meeting, April 26, 2011 work session with change to April 19, 2011 council meeting McKinley Pate votes no motion carried 3-1 and April 26, 2011 members present McKinley Pate was not present.  Patricia Warren made a motion to accept minutes.  Benjamin Westmoreland seconded the motion.  Motion carried 3-0.   

Mayor Biggers asks Jana Gentry to come forward.  Jana Gentry presents mayor and council with packet including flyers for summer events and library budget for upcoming year.  Jana Gentry asks mayor and council to speak with her at length about what the library needs and why.

 Department Updates: 

Mayor Biggers asks for the department updates: 

Public Works Director Dean Tanner:  

(1.)  Explains his department is getting ready for fair on the square.  (2)  Explains the Jacksonville lift station wet well has been set and he will be adding the pumps next week.  (3.)  Explains he will follow up with Development Authority on possible industry coming in but is not hopeful that it is what we need.  (4.)  Explains Kelly project is now doubtful with mayor explaining that now owes the City back taxes. 

 Police Chief Tracy Lambert  

(1.) Explains he had an officer quit last week. (2.)  Explains he will be using part time employees to cover one of the recently vacated positions to save money however he stills wants to keep the full time position on his budget for future use.  (3.)  Explains he has an employee that is thinking about running for a county elected position.   (4.)  Explains the employee who left last week lacked two weeks completing one year and asks mayor and council to decide weather or not he gets vacation.  Deputy Clerk Betty Harvell states to mayor and council vacation time is prorated and asks if they would like to see the ordinance mayor and council decide to follow the ordinance no matter what it says.  (5.)  Explains Mr. Butler called and stated he would be sending him a contract for the property on Highland Avenue and he explained to him he would forward it to the City Attorney Rob Monroe.  (6.)  Explains he is going to buy AR15 and asks mayor and council to purchase one that he has for $975.00 out of his SPLOST funds mayor and council agree to allow Police Chief Tracy Lambert to sell his AR15 to police department.  (7.)  Explains qualifying will be in Bremen next week.  (8.)  Explains that carpet has been installed for voice analysis room.  (9.)  Explains police department will be giving away bike helmets as long as they last at fair on the square.   

Filling in for City Clerk Karen King – Deputy Clerk Betty Harvell:  

(1.) Explains to mayor and council Sue Davis from 92 Moore Street is interested in building a private school on her property and asks for their opinions mayor and council agree that she needs to submit blueprints and approval from the state before she approaches mayor and council with approval.  (2.)  Asks mayor and council where Sandy Couch from First Baptist Church of Bremen could hold a VBS.  Mayor and council agree to allow the VBS July 25-26-27 at the city parking lot across from MCL.  (3.)  Presents mayor and council with building permit price list and suggested new price list further explaining the prices have not been increased since at least 2005 then asks Terry Floyd to explain to mayor and council why prices need to be increased  Terry Floyd explains that the prices he suggested are in line with surrounding areas prices. 

Mayor Biggers asks to increase building permit prices as gathered and presented by Terry Floyd.  Patricia Warren made a motion to Increase building permit prices as gathered and presented by Terry Floyd.   Benjamin Westmoreland seconded the motion.  Motion carried 3-0.
