CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING 

June 14, 2011 

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Patricia Warren, Kenny Hughes.  

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert. 

Mayor Biggers: called the meeting to order at 6:30 p.m. 

Mayor Biggers welcomed everyone. 

Mayor Biggers leads Pledge of Allegiance. 

Mayor Biggers asks Benjamin Westmoreland to give invocation 

Mayor Biggers asks to accept the agenda for tonight with addition Mayor will be making announcements, and corrections.  Patricia Warren made a motion to accept the agenda with addition Mayor will be making announcements, and corrections.   Benjamin Westmoreland seconded the motion.  Motion carried 3-0. 

Mayor Announcements: 

Mayor explains after having a car accident his doctors discovered he has cancer in his lung and he will be pursuing surgery. 

Mayor explains possibility of annexations to improve the tax base and Police Chief Tracy Lambert explains this could also improve safety in the City of Buchanan. 

Mayor Biggers asks to accept the minutes from May 10, 2011 council meeting with change.  Patricia Warren made a motion to accept minutes with change.  Benjamin Westmoreland seconded the motion.  Motion carried 3-0.   

Police Chief Tracy Lambert presents proposed budget and policy changes for 2011-2012. 

Michelle Robinson agrees with Police Chief Tracy Lambert that the numbers he has stated are good accurate numbers. 

Public Works Director presents proposed budget for 2011-2012.   

Department Updates: 

Mayor Biggers asks for the department updates: 

Public Works Director Dean Tanner:  

(1.)  Explains he would like to hire a part time employee.  (2.)  Explains about 60% done with the lift station.  (3.)  Lighting on Jeffers Street.  (4.)  Watering sod and shrubs. 

Mayor Biggers asks for a motion to allow Public Works Director Dean Tanner to hire part time employee.  Kenny Hughes makes motion to allow Public Works Director Dean Tanner to hire part time employee.  Benjamin Westmoreland seconded motion.  Motion carried 3-0. 

Mayor Biggers asks for a motion to adopt proposed budget and policy changes as stated for 2011-2012.  Kenny Hughes makes motion to adopt proposed budget and policy changes as stated for 2011-2012.  Benjamin Westmoreland seconded motion.  Motion carried 3-0. 

 Police Chief Tracy Lambert  

(1.) Reads letter wrote to Allen Poole regarding selling to the county the fire truck that belongs to the City of Buchanan for 2 Chargers and asks for permission from mayor and council to pursue. 

Mayor Biggers asks for a motion to allow Police Chief Tracy Lambert to pursue selling to the county the fire truck that belongs to the City of Buchanan for 2 Chargers.  Kenny Hughes makes motion to allow Police Chief Tracy Lambert to pursue a swap to the county for the fire truck that belongs to the City of Buchanan.  Patricia Warren seconded motion.  Motion carried 3-0. 

The Parnell Insurance Agency: 

Ron Parnell presents mayor and council with proposal to purchase blanket coverage insurance. 

Mayor Biggers asks for a motion to accept option one of insurance proposal.  Kenny Hughes makes motion to accept option one of insurance proposal.  Benjamin Westmoreland seconded motion.  Motion carried 3-0. 

Mayor Biggers asks Jana Gentry to come forward.  Presents mayor and council with information packet regarding library and explains that she is always available to talk.   

Mayor Biggers ask Janie Holder to come forward.  Explains to mayor and council that we did not get the t-grant she had applied for but she is looking for other ways to fund the park that the City of Buchanan is working on.  Asks for strategic planning meetings to be planned for working on future projects 

City Clerk Karen King:  

(1.)  Presents mayor and council with letter from Garners on possible re-annexation. 

Mayor Biggers asks for a motion to adjourn.  Patricia Warren makes motion to adjourn.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.
