CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

September 13, 2011

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Patricia Warren, Kenny Hughes.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

Mayor Biggers: called the meeting to order at 6:30 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers asks Benjamin Westmoreland to give invocation.

Mayor Biggers asks to accept the agenda for tonight.  Patricia Warren made a motion to accept the agenda.   Benjamin Westmoreland seconded the motion.  Motion carried 3-0.

Mayor Biggers asks to accept the minutes from August 9, 2011 council meeting and August 30, 2011 called meeting.  Kenny Hughes made a motion to accept the minutes from August 9, 2011 council meeting and August 30, 2011 called meeting.   Benjamin Westmoreland seconded the motion.  Motion carried 3-0.

Mayor Biggers asks Wendy Hardin to come forward.  Explains she is upset because of the trees being taken down in front of her store.

Mayor Biggers asks Greg Poteet to come forward.  Explains he is also upset because of the trees being taken down around Courthouse Square area.  

Mayor Biggers asks Better Hometown Manager Janie Holder to come forward.  Explains to mayor and council Better Hometown’s vision for future expansion in the City of Buchanan.

Old Business:

Greg Yates of Metro Financial Group presents mayor and council with paperwork regarding wellness program.  

Department Updates:

Mayor Biggers asks for the department updates:

Public Works Director Dean Tanner: 

(1.) Asks council to require The Kelly Foundation for Senior’s pay for all water and sewer tap fees as well as installing their own water and sewer lines at their own expense.  (2.) Asks council to allow him to install handrail in front businesses on Van Wert Street across from Historic Courthouse.  (3.) Asks Better Hometown manager to help him determine what to use to replace the trees that have been removed.

Mayor Biggers asks for a motion to allow Public Works Director Dean Tanner to hire                     Hand Rails, Gates, & Custom Fabrication to install handrail in front of businesses on Van Wert Street across from Historic Courthouse.  Patricia Warren makes motion to allow Public Works Director Dean Tanner to hire Hand Rails, Gates, & Custom Fabrication to install handrail in front of businesses on Van Wert Street across from Historic Courthouse.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.

 Police Chief Tracy Lambert 

(1.) Asks for a motion to amend how his court cost money is distributed between the municipal court fund and public safety fund effective October 1, 2011.   (2.) Explains to mayor and council that he will be changing two police department employees from part time to full time with a starting pay of 13.00 per hour for both.  (3.) Explains he has received the two new Dodge Chargers and explains how he intends to fund equipping the cars.  (4.) Explains that one of his young officers handled a suicide very professionally.  (5.) Explains that he has been invited to Americus to set in on an advisory board for the next Chief for Americus.

City Clerk Karen King: 

(1.) Explains to all who are there who qualified for office that they will have to go on line to fill out their documentation and the state will be sending them a pin.  

Mayor Biggers addresses the people who have qualified for office in the upcoming November election.  Mayor Biggers states that there will be some changes, turmoil concerning the candidates who have qualified coming from the City Attorney Rob Monroe he further explains that he probably shouldn’t be mentioning this however he feels that he doesn’t want everyone to think that the people who have qualified are definite as there may be some upheaval.

Mayor Biggers asks for a motion to adjourn.  Benjamin Westmoreland makes motion to adjourn.  Patricia Warren seconded motion.  Motion carried 3-0.
