MINUTES OF PUBLIC HEARING

CALLED COUNCIL MEETING

 

January 16, 2015

Mayor:  Chase Croft

Council Members:  Patricia Brown, Patty Hutcheson, Donald Rainey, Greg Lane.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Chad Henderson

Mayor Croft: called the meeting to order at 7:00 p.m.

Public Hearing

Mayor Croft: asks for questions or comments on the possible worship center that could be built at 3Tallapoosa Street worship center representative states that they will not be encroaching on anybody else’s property.  There was no further public comment.

Mayor Croft asks for a motion to give conditional use permit to build a worship center on 3 Tallapoosa Street.  Patricia Brown makes motion to give conditional use permit to build a worship center on 3 Tallapoosa Street.  Patty Hutcheson seconded motion.  Motion carried 3-0.  Greg Lane abstains from vote.

Mayor Croft asks invocation.

Mayor Croft leads Pledge of Allegiance.

Mayor Croft asks for a motion to approve agenda tonight.  Patty Hutcheson makes motion to approve agenda tonight.  Patricia Brown seconded motion.  Motion carried

4-0.

Mayor Croft asks for a motion to approve minutes from December 9, 2014 meeting and January 2, 2015 meeting with corrections as stated.  Patricia Brown makes motion to approve minutes tonight.  Donald Rainey seconded motion.  Motion carried 4-0.

Public Participation

Mayor Croft asks if there is anyone wishes to address the council.  No comments are made. 

Mayor Croft asks if Jana Gentry is present.  Jana Gentry is not present so Mayor Croft will deliver the library check to Jana Gentry. 

New Business

Mayor Croft asks for a motion to elect Mayor Pro-Tem for the year of 2015.  Patricia Brown nominates Donald Rainey.  Patty Hutcheson seconded nomination.  Motion carried

4-0.

Mayor Croft swears Donald Rainey in as Mayor Pro-Tem for the year of 2015.

Old Business

Mayor Croft asks for a motion regarding Police Department color copier.  Patricia Brown makes motion to table issue for six months and reevaluate at the end of the six months.  Donald Rainey seconded motion.  Motion carried 4-0. 

Mayor Croft asks for a motion to allow Nathan Forrister to proceed with the process of getting a survey from Southern Demolition and Environmental Company to present to EPD to remove asbestos for five hundred dollars.  Donald Rainey makes motion to allow Nathan Forrister to proceed with the process of getting a survey from Southern Demolition and Environmental Company to present to EPD to remove asbestos for five hundred dollars.  Patricia Brown seconded motion.  Motion carried 4-0.

Department Updates:

Mayor Croft asks for the department updates:

Public Works Director Dean Tanner:

Dean Tanner states the CDBG contracts have been signed and will be getting underway and purchase of 112 Carrollton Street is complete for the maintenance building for the USDA project.    Water Department will notify customers when to expect low pressure due to work being performed on water lines in any specific area.  Water Department is working on lift station  and doing some sewer line work at the rec department and will be taking over that lift station now that the county has agreed to pay for the work to bring it up to code with EPD before we take it over.

Police Chief Chad Henderson:

Chad Henderson would like to sell the Crown Victoria   and Mercury that are out back and cannot be used anymore.

Mayor Croft asks for a motion to allow Chad Henderson to sell the Crown Victoria and Mercury.  Patty Hutcheson makes motion.  Patricia Brown seconded motion.  Motion carried 4-0. 

City Clerk Karen King:

Karen King states annual Chamber Member meeting dinner is January 31st and she can get a table of eight for three hundred and fifty dollars but there needs to be eight going.  Mayor and council state they will let her know.  Karen King presents mayor and council printout from bank stating the funds in each city account.  Karen Kings asks council to allow her to obtain services of GTS “Government Tax Service” to help collect past due taxes.  Tabled for now mayor and council will address GTS service at next called meeting.

Code Enforcement Nathan Forrister:

No update.

Mayor Croft asks for a motion to go into executive session to discuss personnel matters.  Patricia Brown makes motion.  Donald Rainey seconded motion.  Motion carried 4-0.

Mayor Croft asks for a motion to come out of executive session.  Patricia Brown makes motion.  Donald Rainey seconded motion.  Motion carried 4-0.

Mayor Croft states the executive session ends with now official action being taken.

Mayor Croft asks for a motion to adjourn.  Patricia Brown makes motion to adjourn.  Greg Lane seconded motion.  Motion carried 4-0.
