REGULAR MINUTES

OF COUNCIL MEETING

 August 13, 2013

Mayor:  Chase Croft

Council Members:  Kenny Hughes, Patricia Brown, Patty Hutcheson.

 Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert

 Mayor Croft: called the meeting to order at 7:00 p.m.

 Mayor Croft welcomed everyone.

 Mayor Croft leads Pledge of Allegiance.

 Mayor Croft asks for invocation.

 Mayor Croft asks to accept the agenda for tonight with addition of Barry Newman in Public Participation.  Patricia Brown made motion to accept the agenda for tonight with addition of Barry Newman in Public Participation.  Patty Hutcheson seconded the motion.  Motion carried 3-0.

 Mayor Croft asks to accept the minutes from Council Meeting July 9, 2013 and Work Session July 29, 2013.  Patricia Brown made a motion to accept the minutes from Council Meeting July 9, 2013 with correction as stated and Work Session July 29, 2013.   Kenny Hughes seconded the motion.  Motion carried 3-0.

 Public Participation:

 Mr. Lane (Sonoco)

 Mr. Lane presents police department with a popcorn making machine to use for movies in the park. 

 Barry Newman

 Barry Newman explains to mayor and council that people travel too fast on his street (Tallapoosa Street) and he is concerned it will cause an accident.  Suggests they look into adding a speed hump.

 Mayor Croft asks if there is anyone else in attendance that would like to speak.   A lady explains that her group would like to help with cemetery cleaning but is not sure if they can.  Mayor Croft explains he is working on a packet that would keep the City of Buchanan from being liable in instances such as groups working in the cemetery or

City Park and needs to present his findings to the City Attorney before anything is presented to council.

 Jana Gentry (Library)

 Summer reading was extremely for the library however overall attendance was down from previous summer. Computer learning classes will begin again in the fall digital audio books are just around the corner. Fair on the Square will be September 21, 2013.

 Iris Badgett (Better Hometown)

 Better Hometown was certified again that is 13 years in a row.  Still doing car shows there will be one in September and one in October.  Mayor Croft explains he would like to come up with something to set Buchanan apart and would like to do it around Christmas asks that Better Hometown, DBR, city council, public make suggestions on what we can come up with and present it at work session. 

 New Business:

 Qualifying dates for two seats on council will be Wednesday, August 28, 2013, Thursday, August 29, 2013, and Friday, August 30, 2013 from 8:00 am to 4:30 pm. qualifying fee is $60.00.  

 City wide yard sale will be Saturday, September 7, 2013.

 Mayor Croft opens sealed bids for Water & Sewage Department 2003 S10.  There are two bids one from SXR for $1,257.00 and one from the Princess and the Pauper for $550.00. 

 Mayor Croft asks to accept the higher bid of $1,257.00.  Kenny Hughes made motion to accept the higher bid of $1,257.00.  Patricia Brown seconded the motion.  Motion carried

3-0.

 Mayor Croft reads letter from Sandra Tant “recently retired” from County Assessor’s Office. 

 Bids on back parking lot paving has been tabled pending further research. 

 Department Updates:

 Mayor Croft asks for the department updates:

 Public Works Director Dean Tanner:

 Dean explains we have been awarded CDBG grant to replace water lines.    Dean would like to purchase kit to rebuild two units on the Jacksonville Lift Station.

 Mayor Croft asks to allow Public Works Director Dean Tanner to purchase two kits to rebuild two units and Jacksonville Lift Station with approximate cost of $5,000.00 with SPLOST funds.  Patricia Brown made motion to allow Public Works Director Dean Tanner to purchase two kits to rebuild two units and Jacksonville Lift Station with approximate cost of $5,000.00   with SPLOST funds.  Patty Hutcheson seconded the motion.  Motion carried 3-0.

 Police Chief Tracy Lambert:

 Chief Lambert states the tag reader should be in tomorrow or Thursday.  The movie in the park is going well the only negative right now is it runs late because it gets dark late but still is doing well more than 100 people are showing up to watch.   Is still working on getting a Caboose donated to set up and use as a Concession Stand. Tracy has been talking to public about annexation in an area where there was a bad accident.  Would like to think about using Solar power in the future. 

 City Clerk Karen King:

 Tomorrow is Benjamin S. Biggers day in Buchanan.  Karen would like to take a survey to name the park.  Vaughn Gable does not foresee a problem with us combining with the County election.  Karen explains she is working on getting information together for next year’s property taxes.

 Mayor Croft asks for a motion to adjourn.  Patricia Brown makes motion to adjourn.  Kenny Hughes seconded motion.  Motion carried 3-0.
