MINUTES OF COUNCIL MEETING

 

December 9, 2014

Mayor:  Chase Croft

Council Members:  Patricia Brown, Patty Hutcheson, Donald Rainey, Greg Lane.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Chad Henderson

Mayor Croft: called the meeting to order at 7:00 p.m

Mayor Croft: updates meeting members on Tallapoosa Street Property being used to build a youth event worship center the west Georgia worship center and several questions have come up about the usage of the property the ability of that property to suit that purpose a lot of questions and concerns about a site plan and a kind of visual of what we will be doing this past week I’ve researched and tried to answer a few of these questions  the parking issue the masonic lodge has agreed to allow the center to use their parking if the youth center will also allow them to use the parking for the lodge overflow during their functions the lodge did take a vote and it passed unanimously to go forward with shared parking  talked to our attorney at length about the setbacks and the setback requirement is twenty feet from the property lines if its adjoining a residential property the fact that it is surrounded by commercial properties does not apply in this situation in town there are not setbacks from business to business the only setback for commercial is you have to be 30 feet away from roadway with front of building.

Mayor Croft asks for motion to postpone public hearing.  Donald Rainey made motion to postpone public hearing.  Patricia Brown seconded the motion.  Greg Lane abstained from the vote.  Motion carried 3-0.

Mayor Croft asks to accept the agenda for tonight.  Patty Hutcheson made motion to accept the agenda for tonight.  Patricia Brown seconded the motion.  Motion carried 4-0.

Mayor Croft asks to accept the minutes from October 14, 2014 council meeting and November 13, 2014 council meeting.  Patricia Brown made a motion to accept the minutes from October 14, 2014 council meeting and November 13, 2014 council meeting.    Donald Rainey seconded the motion.  Motion carried 4-0.

Public Participation:

Sara McIntyre thanks mayor and council for taking proper steps to approve a new business/church/youth center.

City Park Update:

No update.

Library Update (Jana Gentry):

Jana states that the library had a wonderful time at the pajama party time (pajama-rama) in November almost forty participants looking forward to school children’s visit and visiting author Anne Westmoreland will be doing a drop in between two and four on twenty second and twenty ninth we will offer you a craft and hopefully put a book in your hand Summer reading program theme is every hero has a story.  If you missed BES coming to sing at the court house you missed something really special we always enjoy hearing them sing students may change from year to year but it is always something special. 

Better Hometown Update (Iris Baggett):

Lots going on the thirteenth Mr. and Mrs. Clause will be there will have a chorus singing will have snack and snap.

New Business:

Police Chief Chad Henderson had cameras in two cars checked and they cannot be replaced and will need those replaced.

Mayor Croft asks to allow Police Chief Chad Henderson to purchase two cameras for seven thousand dollars from his SPLOST funds.  Patricia Brown made motion to allow Police Chief Chad Henderson to purchase one camera out of his SPLOST funds for two thousand five hundred dollars.  Patty Hutcheson seconded the motion.  Motion carried

Police Chief Chad Henderson:

Chad Henderson states he would like to purchase the coping machine he is currently leasing after discussion mayor and council decide to table the issue to the next meeting.

Public Works Director Dean Tanner:

Dean Tanner states the second opening of bids on the CDBG project was on the twenty eighth of November and again they came in extremely high six hundred and forty four thousand four hundred twenty nine dollars and eighty five cents was the low bid on it from Three Rivers Utility Rehab Subcontractors (LJ Inc.) we have negotiated with LJ Inc. and engineers and consulting firm to take the project for four hundred and eighty nine thousand four hundred and thirteen dollars and sixty five cents with CDBG funds and city funds we have five hundred and ten thousand dollars we did have to take some of the piping out of the plans we had originally drawn up hope to move forward by the first of next month.

Police Chief Chad Henderson:

Police Chief Chad Henderson states he has his department entered with the department of public safety to receive a Humvee as a weather device and have been looking around to find cheaper uniforms.

City Clerk Karen King:

Karen King states our Christmas party is Friday night at 7:00 and taxes are coming a little bit slower but they always do slow down the month of December we possibly have a new restaurant coming to Tom Larges building the man was talking about pizza restaurant.          

Code Enforcement Nathan Forrister:

Nathan Forrister states he is trying to persuade more people to come in and give bids on demolition and has a guy lined up with the mayor and council permission will send to be certified to remove asbestos and makes mayor and council aware of possible fines with EPD not certified although he doesn’t feel there is any asbestos in this current property.

Mayor Croft asks for a motion to allow Nathan Forrister to proceed with the process of getting a survey from a Company to present to EPD to remove asbestos for six hundred and fifty dollars.  Patty Hutcheson makes motion to allow Nathan Forrister to proceed with the process of getting a survey from a Company to present to EPD to remove asbestos for six hundred and fifty dollars.  Patricia Brown seconded motion.  Motion carried 4-0.

Mayor Croft asks for a motion to go into executive session regarding personnel/water/police department.  Donald Rainey makes motion to go into executive session regarding personnel/water/police department.  Greg Lane seconded motion.  Motion carried 4-0.
