MINUTES OF COUNCIL MEETING

March 16, 2015

Mayor:  Chase Croft

Council Members:  Patricia Brown, Patty Hutcheson, Donald Rainey, Greg Lane.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Chad Henderson

Mayor Croft: called the meeting to order at 7:00 p.m.

Mayor Croft welcomed everyone.

Public Hearing

Mayor Croft:  Reads application submitted by the Haralson County Veterans Association for rezoning 4047 Ga Hwy 120 current zoning is residential R1 and application is asking to rezone to Industrial existing use of the property is no use and in deplorable condition applicate is requesting rezone to restore property and make valuable improvements to said property as well as property grounds Mayor Croft asks for questions or comments on request for rezoning.  After discussion with council and attendees Mayor Croft moves onto next request.

Mayor Croft:  Reads application submitted by City of Buchanan for rezoning 112 Carrollton Street current zoning is residential R1 and application is asking to rezone to commercial C1 existing use is unoccupied rezone request is to put maintenance building.  Mayor Croft asks for questions or comments on request for rezoning there were no comments or questions.

Mayor Croft leads Pledge of Allegiance.

Mayor Croft asks for invocation.

Mayor Croft asks to accept the agenda for tonight.  Donald Rainey made motion to accept the agenda for tonight.  Patricia Brown seconded the motion.  Motion carried 4-0.

Mayor Croft asks to accept the minutes from February 9, 2015 council meeting and February 24, 2015 work session/called meeting with corrections.  Patricia Brown made a motion to accept the minutes.   Patty Hutcheson seconded the motion.  Motion carried

4-0.

Public Participation:

Nathan Forrister: (Sons of Confederate Veterans)

Nathan presents mayor and council with documents regarding installing a monument at the Buchanan Library to honor confederate veterans.  Nathan discussed with mayor council and attendees possible information learning avenues that could go along with installing the monument.

Jana Gentry:  (Library)

Not present.

Janie Holder: (Better Hometown Manager)

Not present.

New Business

Mayor Croft states city wide yard sale will be April 18th from 8 a.m. to 5 p.m. contact Dianne Williams if you have any questions.

Old Business

Mayor Croft discusses nuisance ordinance changes with Natan Forrister, council, and attendees. 

Mayor Croft asks for a motion to move forward with updating nuisance ordinance with proposed clarifying changes.  Patty Hutcheson makes motion.  Patricia Brown seconded motion.  Motion carried 3-1.  Greg Lane is opposed.

Mayor Croft gives update on progress of new city web site.

Mayor Croft asks for a motion to move forward with updated web page.  Patty Hutcheson makes motion.  Patricia Brown seconded motion.  Motion carried 4-0.

Department Updates:

Public Works Director Dean Tanner:

Dean states Tallapoosa Street has been cleaned up and filled in sink hole.  Dean states a controller at lift station quit and he has one ordered as a replacement.  CDBG project is progressing well but weather and unknown sewage lines issues have arisen so please bear with us on that.  Dean states USDA project is progressing we have a meeting on the 24th and hopeful after the meeting we will get a final set of plans and be able to ask for bids by the middle of next month.  Dean states his department will be getting ground ready for upcoming events at the Old Courthouse.

Police Chief Chad Henderson:

Chad states he doesn’t have an update.

City Clerk Karen King:

Karen presents email from Tara Chapman from the Chamber asking for Proclamation stating that April 13th thru April 17th 2015 be proclaimed Manufacturing week.

Mayor Croft asks for a motion to proclaim April 13th thru April 17th 2015 Manufacturing appreciation week in City of Buchanan.  Donald Rainey makes motion. Patty Hutcheson seconded motion.  Motion carried 4-0.

Mayor Croft reads proclamation.

Mayor Croft states the bids for the two polices cars were opened today and wishes to discuss with council weather or not to accept bids as they are able to refuse bids if they are unacceptable however he points out that this is the second time these vehicles have been up for bid.     

Mayor Croft asks for a motion to accept seven hundred and fifty dollars for the black Crown Victoria.  Donald Rainey makes motion.  Patricia Brown seconded motion.  Motion carried 2-1.  Patty Hutcheson abstains from vote.  Greg Lane votes no.

Mayor Croft asks for a motion to accept nine hundred dollars for the white Grand Marquis.  Patricia Brown makes motion.  Patty Hutcheson seconded motion.  Motion carried 4-0.      

Code Enforcement Nathan Forrister:

Nathan states that the changes being made in the nuisance ordinance will be discussed in public meetings.  Nathan discusses with council the asbestos that was found.

Mayor Croft asks for a motion to adjourn.  Patricia Brown makes motion to adjourn.  Donald Rainey seconded motion.  Motion carried 4-0.
