MINUTES OF COUNCIL MEETING

 

JANUARY 12, 2016

Mayor:  Johnny Pope

Council Members: Patty Hutcheson, Greg Lane, A.J. Scott, Stanley Freeland.

Department Head: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Chad Henderson.

Mayor Pope: called the meeting to order at 10:30 a.m.

Mayor Pope leads Pledge of Allegiance.

Mayor Pope asks for invocation.

Mayor Pope asks to accept the agenda for today with changes.  Patty Hutcheson made motion.  Stanley Freeland seconded the motion.  Motion carried 4-0.

Mayor Pope asks to accept the minutes for December 8, 2015 meeting and January 5, 2016 called meeting.  Patty Hutcheson made motion.  Greg Lane seconded the motion.  Motion carried 4-0

Public Participation

Ethan Calhoun and Julie Meadows discuss joint comprehensive plan with mayor and council.

Discussion on cleaning up properties.

Jana Gentry (Library)

Jana updates mayor and council on library.  Mayor Pope presents Jana with check for $8,000.00 for the library.

Greg Poteet (Main Street)

Greg explains what main street organization does for City of Buchanan. 

Mayor Pope asks if there are nominations for mayor pro tem.  A.J. Scott nominates Stanley Freeland.  Patty Hutcheson seconded the nomination.  Greg Lane has no nomination either way.

Mayor Pope asks to name Andrew Roper City Attorney.  Stanley Freeland made motion.  A.J. Scott seconded the motion.  Patty Hutcheson opposes and Greg Lane abstains. Motion carried 2-1.

Department Updates

Mayor Pope asks for the department updates.

Public Works Director Dean Tanner

Dean updates mayor and council on USDA project progress and on easements and problems he is having acquiring two easements asks for vote to allow condemnation of properties if need be.

Mayor Pope asks for condemnation of the above mentioned properties if needed.  A.J. Scott makes motion.  Stanley Freeland seconded motion.  Motion carried 4-0.        

Police Chief Chad Henderson

Chad presents mayor and council bids on copying machines.

Mayor Pope asks to allow police department to buyout lease on color copier from CCF for $2,279.15.  A.J. Scott made motion.  Stanley Freeland seconded the motion.  Motion carried 4-0.

City Clerk Karen King

Betty is mailing out W2 forms and I am mailing out 1099 forms, business licenses must be renewed by March 1st

Mayor Pope asks for a motion to adjourn.  A.J. Scott makes motion to adjourn.  Patty Hutcheson seconded motion.  Motion carried 4-0.
