Minutes of Regular Council Meeting

 

February 09, 2016

 

 

Mayor:  Johnny Pope

 

Council Members: Patty Hutcheson, Stanley Freeland, AJ Scott via Phone, Greg Lane were present.

 

Department Head: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Chad Henderson.

 

Mayor Pope: Calls the meeting order.  Invocation lead by Stanley Freeland, Pledge of Allegiance led by Johnny Pope.

 

 Mayor Pope: Ask for a motion to approve the agenda adding Donnie Boswell to Public Participation and taking off Jimmy Pope, he is sick and will not be attending the meeting today.  Patty Hutcheson made a motion to approve the agenda with changes.  Greg Lane seconds the vote.  Motion carried with 4-0.

 

Mayor Pope:  Ask for a motion to approve the minutes from the January 26, Work Session and the January 12, Regular Meeting.  Stanley Freeland made a motion to approve the minutes with changes.  AJ Scott seconds the vote.  Motion carried 4-0.

 

Ann Crim: Addressed the Mayor and Council on “Keep Haralson Beautiful” and the upcoming Arbor Day Event at the Buchanan Children’s Park on February 18, 2016 at 4:00pm.  Crim also encouraged the elected officials to take a serious look at the conditions within your city and county governments.  Crim gave out a copy of the City of Buchanan’s Nuisance Ordinance.  She proceeded to ask each member to get familiar with it and enforce it.  Crim said “Litter abatement and enforcement” are very important to our cities and counties.  Crim once again said enforcement is the key for economic development in our county.

 

Mayor Pope:  Addressed the Council that Chad Henderson needed to be the Codes Enforcement Officer for the City since the Police Department has to enforce the laws anyway.  AJ Scott made a motion for the Chief to begin the Code Enforcement for the City since he enforces the laws anyway.  Stanley Freeland seconds the vote.  Motion carried 4-0.   

 

Donnie Boswell:  Addressed the Mayor and Council representing the Haralson County Historical Society and wants to discuss the Wade-Stanford Home.  The home has been re-purchased and it will change into a museum once again.  With the expense of the purchase and repair’s the funds are getting very low and were asking for a 3 months water bill deferment.  Patty Hutcheson made a motion for the 3 months water bill deferment.  AJ Scott seconded the motion.  Motion carried 4-0.

 

Mayor Pope:  Asks for a vote to go into Executive Session.  Stanley Freeland made a motion to go into Executive Session. Greg Lane seconds the vote.  Motion carried 4-0. 

 

Mayor Pope:  Asks for a vote to come out of Executive Session.  Patty Hutcheson made a motion to come out of Executive Session.  AJ Scott seconds the vote.  Motion carried 4-0.

 

Mayor Pope:  Asks for Jessica Reynolds of DCA to come forward and explain the Memorandum of Understanding.  Reynolds, is the Director of the office of Downtown Development and the Georgia Main Streets Program.  Reynolds explained the different levels you can join on and the requirements for each level.  Reynolds recommendation at this time is to transition to the Georgia Downtown Affiliate level.  This level still keeps the city and community connected with our office, but it provides the city with more flexibility in their approach to downtown development.  The Affiliate level does not require a full time manager and I believe this will be the best level for the City of Buchanan.  Mayor Pope asks for a vote to change the City to the Affiliate level.  AJ Scott made a motion to change the designation to the Affiliate Level given a person will be designated by March to head this program.

 

Jana Gentry:  Gave the Library update on the Children’s Story time Monday’s at 2:00 each week.  The Library will close this coming Monday, President Days for a staff meeting.  FOTL has about 10 bags of Bar-B-Que left for sale if anyone is interested.  Romance paperback books are on sale for 10 cents for the whole month of February.

Many ongoing summer programs are starting at the Library.  Please call the local Library for more details.

 

Betty Harvell: Update on Drug Testing Program.  The City of Buchanan is already a Drug and Alcohol Free Work Place by our Personnel Ordinance.  By becoming a Certified Drug and Alcohol Free Work Place we can save 7 and 1/2 % on the cities Workers Comp.  There is a five-step process.  The Policy wordage needs to be changed in the Personnel Policy to:  Test New Hires, Test Safety Sensitive Employees, Test Suspected Drug and Alcohol Employees.  Mayor asks for a vote on the additional wordage and adoption of the policy.  AJ Scott made a motion to adopt this change.  Stanley Freeland seconds the motion.  Motion carried 4-0.

 

Dean Tanner:  Updates included pavingon Carrollton Street and Weatherly Street. Dean needs a vote to go with the Jackson Paving bid.  Tanner said he would like to go ahead and pave Carrollton Street because there is not enough to pave both.  Tanner said left from the CDBG Grant $25494.63 for paving.  Tanner also said he has $25045.40 from the state LMIG, which requires a 30 % match of $7513.62.  The total money for paving we can spend is $58, 053.65.  Carrollton Street will cost $46000.00 to pave and Weatherly Street $23,000. The state is holding up the 2016 funding until the city spends the funds we presently have.  Mayor Pope asks for a motion to move forward with the bid and paving.  Stanley Freeland made the motion to move forward accepting the bid from Jackson Paving and paving of Carrollton Street and Weatherly when funding is available.  Patty Hutcheson seconds the motion.  Motion carried 4-0.

Chad Henderson:  Updates the Mayor and Council with the money savings of hiring two Part-time employees instead of Full-time employees at this time.  No vacation time, no holiday pay, no sick time.  The Kia is doing great on the 4-lane with traffic stops.

  

Karen King:  Asks the Mayor and Council about the Coke machine at the Park building that is not in use and very much in the way of cleaning and usage of the building.  It was purchased at least 3 years ago and has never been used or plugged up.  The Mayor and council table the sale or bid of the coke machine until we can determine what we paid for it.   King also handed out forms with information on the Campaign Contributions and forms that each elected officials have to report on.  It is a great learning tool on the state website for the newly elected officials.
