Minutes of Regular Council Meeting


March 08, 2016

 Mayor:  Johnny Pope

 Council Members:  Stanley Freeland, AJ Scott via Phone, Greg Lane were present.  Not in attendance Patty Hutcheson.

 Department Head: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Chad Henderson.

 Mayor Pope: Calls the meeting order.  Asks Stanley Freeland to lead the invocation, and the Pledge of Allegiance was led by Johnny Pope.

 Mayor Pope: Ask for a motion to approve the agenda. AJ Scott made a motion to approve the agenda with changes.  Stanley Freeland seconds the vote.  Motion carried with 3-0.

 Mayor Pope: Ask for a motion to approve the minutes from the February 9, Regular Meeting and the February 16, Called Meeting.  Stanley Freeland made a motion to approve the minutes.  AJ Scott seconds the vote.  Motion carried 3-0.

 Adam Budde is on the Agenda but could not be here today.

 Donnie Ridley thanks the Mayor and Council for allowing him to be at the meeting today.  He continues to talk about his running for Commissioner for Haralson County in District 3.  His goes on to say that his qualifications are that he is a lifelong resident of Haralson County, he has been a business owner for 40 years, has several businesses throughout Haralson County.  Ridley said the he feels like he knows the needs of the residence and he knows the needs of the businesses.  Ridley said that if he is elected, that he plans to attend more meetings that the cities and the county has to work together for the betterment of the community. 

 Jimmy Pope addressed the Mayor and Council thanked them for allowing him to be on the agenda.  Pope continued on to say he has worked here in Buchanan for over 22 years, and been in public employment for over 32 years and retired in 2009.  Pope said that the downtown Historical District is now not the most desirable.  Pope said that he owns property on the square and it’s maintained and rented by Councilman Stanley Freeland for a detail shop but the property next to it is also ran by a council member and is an eye soar.   Pope said his concerns are with all of the events coming to our square this summer and that the four sides of the square need to be kelp presentable at all times.  Council member Stanley Freeland addressed Pope in saying that as a council man and to the citizens of this city that we owe them definitely.  Not to offend anyone and not to dictate or fabricate on the issues of this town and it does not matter who that they may be.  We have already appointed Chad Henderson as the Code Enforcement and as he is going through that procedure that we will not show favoritism to anyone, and that is coming from Councilman Freeland.

 AJ Scott said that since the property in discussion is owned by a city Councilman that it is a conflict of interest for the city to get involved in this matter.  Scott said for the City to contact the County and ask them to handle this matter for the city.  Sheriff, Eddie Mixon is attending the meeting and Mayor Pope ask if he has anything to add? Sheriff Mixon said that would go through the County Marshall’s office.  Barry Newman mentioned several more properties around town need some help too.  Chad Henderson said those properties are being worked on.

 Michael and Casey Cook came forward introducing themselves as the new automotive performance shop in the city.  Casey is a drag racer and has been working on automobiles for about 12 years.  Michael has been working on them for about 25 years. They enjoy working on the older cars as well as the newer ones.  They have many years of experience and want to see their business grow and business brought to our downtown.  They plan on a grand opening with maybe a car show very soon maybe in April.  Officer Keith Pike asks the Cooks if they will assist motorist on the 4-lane when they are broken down.  The Cooks said they do not have a wrecker but will help anyway possible just to give them a call.

 Mayor Pope:  Asks for a vote to go into Executive Session.  AJ Scott made a motion to go into Executive Session. Stanley Freeland seconds the vote.  Motion carried 3-0.  Mayor Pope said to leave cell phones here.

 Mayor Pope:  Asks for a vote to come out of Executive Session.  Stanley Freeland made a motion to come out of Executive Session.  AJ Scott seconds the vote.  Motion carried 3-0.

 Mayor Pope:  Asks for discussion on Holidays and vote.  Stanley Freeland made a motion to adopt the new holidays for 2016.  AJ Scott seconded the vote.  Motion carried 3-0.

 Jana Gentry:  Children’s Story time Mondays at 2:00 each week.  The Library will be closed Saturday March 26 for Spring Break.  February’s Blind Date with a Book and Children’s Candy Counting Contest was success.   We offered 24 blind dates and had 314 candy guesses.  Baseball Bingo will be March 12, at 12pm.  Grand prize is a Family Pass for four to a performance at The Center for Puppetry Arts in Atlanta.   Save the Date Friends of the Library meeting Tuesday, April 05 at 6:30pm with two great speakers.

Greg Yates with Metro Atlanta Financial Group will not be talking in the meeting today after discussion in Executive Session he will return in the April Regular Meeting and address the Council.

Bench from Lions club for the Post Office is awaiting prices before making a decision.

Mayor Pope:  Addressed the Council and the meeting attendees on the Georgia Downtown Affiliate Program and said that we needed someone to heads up this program and be a representative for Buchanan.  Mayor Pope said that Donnie Boswell had volunteered to be that representative and we welcome him and know that he will do a good job.  Donnie Boswell said that he has some ideas for Buchanan.  He went on to say that he will be looking into the Grant process and reorganize a Business Association for Downtown.  Holding a monthly business after hours and get some civic organizations active again in Buchanan.  Boswell said he looks forward to working with everyone.

Mayor Pope: Stated that the city will go back to the nightly meetings starting in April at 6:00pm. 

Departmental Updates to follow:

 Dean Tanner:  Thanks Gail Priest for the Arbor Day and the planting of the trees and bushes around the park.  Tanner said he is getting prices for street signs for all over town to meet a federal mandate for 2016.  The combined cost for post, nuts, brackets and the signs will be around $5,000.00.  We plan to recycle the old sign and get a buy back price from them.  Karen King asks Mayor Pope to go ahead and get a vote allowing the spending of the SPLOST money for the signs and the materials needed.  AJ Scott made a motion to allow this money to come out of SPLOST.  Stanley Freeland seconds the motion.  Motion carried 3-0.   Dean said the bids on the USDA project will be opened on March 15, 2016 and that he may need a called meeting to award the bid.

 Chad Henderson:  Had to leave for a class in Calhoun.

 Karen King:  Addressed the Mayor and Council on the Coke machine information she obtained.  The Coke machine at the Park purchased from Gary Shaw for $350.00 and paid out of the Public Safety account.  King asks for a vote to go ahead and sale the Coke machine to the VFW if they are still interested and can get a key for it.  Stanley Freeland made a motion to sell the Coke machine to the VFW.  AJ Scott seconded the motion.  Greg Lane voted No.  Motion carried 2 Yes-1 No.

 Adjourn:  Stanley Freeland made a motion to adjourn.  AJ Scott seconds the motion.  Motion carried 3-0.
