Minutes of Regular Council Meeting

 

May 10, 2016

 

Mayor:  Johnny Pope

Council Members Present:  Stanley Freeland, Greg Lane, AJ Scott, Patty Hutcheson were all present.  

Department Head:  City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Chad Henderson. 

Main Street Representative:  Donny Boswell.

Mayor Pope:  Called the meeting order.  Mayor Pope asks Stanley Freeland to lead the invocation.  Mayor Pope led us in the Pledge of Allegiance.

Mayor Pope:  Ask for a motion to approve the agenda.  Patty Hutcheson made a motion to approve the agenda.  AJ Scott seconds the motion.  Motion carried with 4-0.

Mayor Pope:  Ask for a motion to approve the minutes from the April 12th Regular Meeting and no Work Session for April 26th.  Stanley Freeland made a motion to approve the minutes.  AJ Scott seconds the motion with corrections.  Motion carried 4-0.

Public Participation:

Beth Bevell:  Introduced herself as the proud new owner of Gwen’s Family Restaurant.  Bevell said that the restaurant’s new name will be Honey Bees and it will be a playoff of Gwen’s as far as the food menu but only fresh vegetables will be served and no frozen ones.  Bevell also said that she is expecting to close in the middle of June or the first of July and that is when she plans on opening.  Bevell said that she is proud to be in Buchanan and looking forward to seeing and serving each of you.

Executive SessionPersonnel Issue 

Patty Hutcheson made a motion to go into Executive Session.  AJ Scott seconded the motion. Motion carried 4-0.

Patty Hutcheson made a motion to go out of Executive Session back into regular session. Stanley Freeland seconds the motion.  Motion carried 4-0.

Jana Gentry:  Janastarted out with a thank you once again forsupporting the LibraryattheBuchanan Car Show by giving ½ of the 50/50 to the Buchanan Haralson Library.   Gentry also said to thank Betty, she is the best cake baker around.  Story Time every Monday at 2:00pm.  This coming Monday ‘s book in Marvelous Mud.  Gentry said that t-shirt this year is a safety pink and the artist and winner of the 5-K t-shirt design is a 2014 graduate from Haralson County by the name of Peter Abney.  Gentry said, mark your calendar for the Super Saturday Summer Reading Kick-Off which will began on June 4th.  Gentry encourages all adults to come out also to sign up for the Adult Summer Reading Program which will be from May 23 until the middle of July.  Gentry said that Walmart donated a new safe bicycle again this year just like they have for several years now for the winner of this program.   Gentry also included a copy of the Buchanan -Haralson Library 2016-2017 budget and Gentry said that she appreciates all of the support lately from the City of Buchanan and that she could not do it without their support.

Donny Boswell:  Also commended the Mayor, Kim Verner and the rest who participated and helped with another successful Car Show.  Buchanan Business Association met at their first meeting last month at the old Solutions building and everything went well.  The  meeting’s are always the third Tuesday of the month.   Boswell said, next week they will be meeting at the United Methodist church pavilion at 5:30pm.   Construction is going on at the Eye Clinic building because of some mold issues and we have two parties back and forth interested in renting it right now.  The old Solutions building will be a multi office rental with at least 12 offices in it when complete.  Boswell said, at the last meeting I discussed the parking lot issues and MCL and I just found out that MCL is not going to be able to add the new machinery or the 10 new jobs by the next quarter like he thought right now.  Boswell said that he met with Dean Tanner and they had talked about the 3 bids on the parking lot and he agreed with Tanner that those plans are a big band-aide to the parking lot. Dean’s plan was to fix the pot holes, re-pave the parking lot and re-stripe it with 61 parking spaces with handicapped parking spaces and that highest bid was $8500.00.  At this times I am going to give this to Dean and let him decide what to do moving forward.  He once again commends the Mayor, council and everyone having a part in the happenings around the city.  Boswell said they are talking about Buchanan and everyone is fired up about what all is going on here.

Old Business:  Annexation of the Kimball property

 Andrew Roper collected all the paperwork form the Kimball family and said he will get things moving forward with the ads and postings.

Departmental Updates:

Dean Tanner:  Had nothing to report

Chad Henderson:  Had nothing to report.

Karen King:   Had nothing except the SPLOST updates that I gave each of the council members.

Dean Tanner:  Tanner said he appreciates everyone one that helps out with the car show.  Tanner said that everyone works together well and enjoys them and he invites everyone out to attend this event.  Tanner said that you don’t have to have a car to attend this event to just come on out and eat a hotdog with us and see what it’s all about.

Adjourn:  Patty Hutcheson made a motion to adjourn.  AJ Scott seconds the motion.  Motion carried 4-0.
