Minutes of Regular Council Meeting

October 11, 2016

 

 

Mayor: Johnny Pope

Council Members: Stanley Freeland, Patty Hutcheson, AJ Scott, and Greg Lane were present.   

Department Head:  City Clerk Betty Harvell, Public Works Director Dean Tanner, Police Chief Chad Henderson.

Mayor Pope:  Calls the meeting to order.  Asks Jerry Segal to lead the invocation, and the Pledge of Allegiance was led by Johnny Pope.

Mayor Pope:  Asks for a motion to approve the agenda with addition of Kim Verner.   Stanley Freeland made a motion to approve the agenda with addition of Kim Verner.  Greg Lane seconds the vote.  Motion carried with 4-0.

Mayor Pope:  Asks for a motion to approve minutes from September 13 and September 27 meetings.  Patty Hutcheson made a motion to approve the minutes from September 13 and September 27 meetings.  Greg Lane seconds the vote. Motion carried with 4-0.

Public Participation:

Kim Verner tells mayor and council that the Buchanan Car Club donated proceeds from the 50/50 raffle and food sales to the Buchanan Library, grand total from April to October was $3,310.50 (food was anonymously donated).  Presents mayor and council with picture from last car show.

Thanks, Buchanan Car Club for the fundraising opportunity, Fried Pie Festival provided another great fundraising opportunity (profits will be approximately $6,000).  Everyone is invited to the Friends of the Library meeting Tuesday November 1, 2016 at 6:30 PM.  We have attended Regional Staff Development Day and will begin process of writing regional 3 - year plan.  Library will host the November meeting of the WGRL, Teen Services Committee.  Looking forward to Pajama-Rama on November 14the at 2 PM.  Children’s story-time will be every Monday at 2 PM.  Teen program Monday October 31st at 3:00 PM.  Looking for the next great adult program. 

Departmental Updates:

Dean Tanner:  Request mayor and council consider creating a new governmental water rate to offset losing the Sherriff’s department, even that will not fully cover the loss of the Sherriff’s department, water department is out bush hogging, Christmas Party will be December 16th, presents more USDA documents for mayor and clerk to sign.

Mayor Pope:  Asks for a motion to create governmental water rates (first thousand gallons will be $40.60 and each additional thousand gallons will be $7.76).   Patty Hutcheson made a motion to create governmental water rates (first thousand gallons will be $40.60 and each additional thousand gallons will be $7.76).  Stanley Freeland seconds the vote.  Motion carried with 4-0.

Chad Henderson:  Presents mayor and council with monthly report on arrests and citations.

Betty Harvell:  States that past due taxes are coming in, Workers Comp will be increasing. 

Donny Boswell:  States pumpkin caper will be cancelled.  After long discussion with mayor and council decides to have pumpkin caper and will call tomorrow to give details.

Adjourn:  AJ Scott made a motion to adjourn.  Stanley Freeland seconds the motion.  Motion carried 4-0.
