Mayor:  Chase Croft

Council Members:  Kenny Hughes comes in during public participation, Patricia Brown, Patty Hutcheson, Donald Rainey.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert

Mayor Croft: called the meeting to order at 7:00 p.m.

Mayor Croft welcomed everyone.

Mayor Croft leads Pledge of Allegiance.

Mayor Croft asks invocation.

Mayor Croft asks to accept the agenda for tonight.  Patricia Brown made motion to accept the agenda for tonight.  Donald Rainey seconded the motion.  Motion carried 3-0.

Mayor Croft asks to accept the minutes from Council Meeting September 10, 2013.  Patricia Brown made a motion to accept the minutes from Council Meeting September 10, 2013.   Patty Hutcheson seconded the motion.  Motion carried 3-0.

CDBG Grant:

Mayor Croft makes it publically known that there is a conflict of interest regarding the CDBG Grant which involves he as well as his sister live in the target area for the water improvements further states that the grant was applied for before he took office of mayor also his sister is married to Patricia Browns son and they as well as Patricia Brown live a few streets over and is also in the target area.  Due to this conflict Mayor Pro-Tem Kenny Hughes will be responsible for and sign all documents relating to the CDBG Grant. 

Public Participation:

Barry Newman:

Barry presents mayor and council with petition to put speed breaker on Tallapoosa Street.  After discussion mayor asks Public Works Director Dean Tanner to ask for prices to present later in October at a called meeting.

Jana Gentry: (Library)

Jana thanks police department and city for help with 5k run BBQ at fair on square sold well despite the weather.  Library will continue to offer computer basics class as well as basic internet class hoping to bring in teens to the library they will be offering a sketch and snack program.  West Georgia Regional Library continues to expand digital offerings.  Pumpkin Caper will be Halloween night on the 31st from 6:00 pm to 8:00 pm and theme for pumpkins is super heroes Mayor Croft asks about showing movie at Pumpkin Caper and Jana thinks it’s a wonderful idea.

Iris Baggett: (Better Hometown)

Final car show for this year was this past Saturday and it turned out good there was 15 to 18 cars.  Iris wants to encourage participation in Pumpkin Caper. 

Mayor Croft presents proposed document that will call for events in the following categories to require a permit that will be given at City of Buchanan for no charge.  He hopes to have it adopted at the called meeting later this month.

 1.  Block Party.

2.  Parade.

3.  Athletic Event.

4.  Special Events or Festival’s.

Department Updates:

Mayor Croft asks for the department updates:

Public Works Director Dean Tanner:

Dean hopes to start construction on water lines by June although he intends to try to speed that up and get it going by April. 

Police Department Keith Pike and Gary Shaw:

 Keith request to purchase the out building from feed and seed store that has gone out of business.  The owners have stated that they would pay for moving the building as long as it is reasonable council decides to table to next meeting.  Gary presents mayor and council quotes for another tag reader council decides to table to next meeting.       

City Clerk Karen King:

Karen presents mayor and council with copy of ad regarding voting that will be in next week’s paper.  Karen hopes property tax bills will be going out next week.

Mayor Croft asks for a motion to adjourn.  Patricia Brown makes motion to adjourn.  Kenny Hughes seconded motion.  Motion carried 4-0.
