Minutes of Regular Council Meeting/Work Session

February 21, 2017

Mayor: Johnny Pope

Council Members: Stanley Freeland, Patty Hutcheson, AJ Scott, and Greg Lane were present.   

Department Head:  City Clerk Betty Harvell, Public Works Director Jason Robinson, Police Chief Chad Henderson.

Mayor Pope:  Calls the meeting to order.  Asks Patty Hutcheson to lead the invocation, and the Pledge of Allegiance was led by Johnny Pope.

Mayor Pope:  Asks for a motion to approve the agenda with addition of Ronnie Ridley, remove Helen Hardin (called to cancel).   Patty Hutcheson made a motion to approve the agenda with addition of Ronnie Ridley.  Stanley Freeland seconds the vote.  Motion carried with 4-0.

Mayor Pope:  Asks for a motion to approve minutes from January 10, 2017 and January 31, 2017 meetings.  Patty Hutcheson made a motion to approve the minutes from January 10, 2017 and January 31, 2017 meetings.  Stanley Freeland seconds the vote. Motion carried with 4-0.

City Clerk Betty Harvell reads 2017-2027 Joint Comprehensive Plan resolution.

Mayor Pope:  Asks for motion to adopt 2017-2027 Joint Comprehensive Plan Resolution.  Patty Hutcheson made a motion to adopt 2017-2027 Joint Comprehensive Plan Resolution.  Stanley Freeland seconds the vote.  Motion carried with 4-0.

Casey Cook:

Discussed with mayor and council Saint Patrick Day special event to be held on March 18, 2017, asked for variance that Los Cowboys be allowed to rope off area outside and serve alcohol in that area, it will only be allowed in the designated area and they must have the specially marked cups and wristbands.  Mayor and council approve special event application and Mayor signs the application.

Mayor Pope:  Asks for motion to allow Los Cowboys variance to serve alcohol outside for Saint Patrick Day special event.  Patty Hutcheson made a motion to allow Los Cowboys variance to serve alcohol outside.  Greg Lane seconds the vote.  Motion carried with 4-0.

Donnie Ridley:

Introduced himself and states he is running for commission chair and asks for all to attend his meet and greet.

Commissioner Allen Poole:

Thanks mayor and council.

Jana Gentry (Buchanan Library)

Children’s Story Time each Monday at 2 pm, including a Story Time handout each week with recommended reading and events of interest.  Almost have children’s summer programming complete, but still working on ideas for teens and adults, build a better world is this year’s theme.  Hosted the regional teens services council meeting for WGRL.  February’s display is Black History Month Quiz.  February passive programming is a Book’s We Love contest.  Took training on Kiddie-nomics this morning in preparation of Money Smart week in April.  Looking forward to webinar “Big Talk for Small Libraries” this Friday.

Departmental Updates:

Jason Robinson:  New Basin is in at the new wastewater plant.

Chad Henderson:  Presented mayor and council with monthly report on arrests and citations.

Mayor Pope:  Asks for motion to send out inserts with water bills informing citizens that there is a two- week deadline to put house number on house.  Patty Hutcheson made a motion to send out inserts with water bills informing citizens that there is a two- week deadline to put house number on house.  Stanley Freeland seconds the vote.  Motion carried with 4-0.

Betty Harvell:  Presents mayor and council with copy of draft late letter for business license, mayor and council will discuss with attorney.

Donny Boswell:  States we will be getting new business in old eye doctor building more details later.  States that Iris Gentry is here to submit special event application for Fair on the Square, Fair on the Square will be May 20, 2017 8 am to 6 pm.  Mayor and council approve the application and Mayor signs the application.  States wedding venue is not going as planned and they may change to another line of business.

Adjourn:  AJ Scott made a motion to adjourn.  Patty Hutcheson seconds the motion.  Motion carried 4-0.
