REGULAR MINUTES

OF COUNCIL MEETING

 

January 14, 2014

Mayor:  Chase Croft

Council Members:  Patricia Brown, Patty Hutcheson, Donald Rainey, Greg Lane.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert

Mayor Croft: called the meeting to order at 7:00 p.m.

Mayor Croft: Swears in newly elected council member Greg Lane. 

Mayor Croft: Swears in newly elected council member Patty Hutcheson.  

Mayor Croft welcomed everyone.

Mayor Croft leads Pledge of Allegiance.

Mayor Croft asks for invocation. 

Mayor Croft gives state of the city address.

Mayor Croft asks to accept the agenda for tonight removing executive session.  Donald Rainey made motion to accept the agenda for tonight removing executive session.  Patricia Brown seconded the motion.  Motion carried 4-0.

Mayor Croft asks to accept the minutes from Council Meeting November 12, 2013 and Work Session November 26, 2013.  Donald Rainey made a motion to accept the minutes from Council Meeting November 12, 2013 and Work Session November 26, 2013.   Patricia Brown seconded the motion.  Motion carried 4-0.

Public Participation:

Johnny Pope:

Johnny Pope congratulates Greg Lane.

Jana Gentry: (Library)

Jana thanks police department and city for help with Christmas season.  Jana explains programs upcoming to the library. 

Janie Holder: (Better Hometown Manager)

Janie introduces DBR members and explains what they do and hope to accomplish in the upcoming year for the City of Buchanan.

New Business:

Mayor Croft: asks to elect Mayor Pro Tem.   Patricia Brown made a motion to elect Donald Rainey as Mayor Pro Tem.   Patty Hutcheson seconded the motion.  Motion carried 3-0.

Mayor Croft swears in Donald Rainey as new Mayor Pro-Tem.

Mayor Croft: asks to cash cd #0811 in the amount of $36,402.23.   Patty Hutcheson made a motion to cash cd#0811 in amount of $36,402.23.   Patricia Brown seconded the motion.  Motion carried 4-0.

Mayor Croft: asks to make payment of $5,000.00 to library.  Patricia Brown made a motion to make payment of $5,000.00 to library.   Donald Rainey seconded the motion.  Motion carried 4-0.

Department Updates:

Mayor Croft asks for the department updates:

Public Works Director Dean Tanner:

Dean Tanner explains cold weather has caused a lot of water line problems has rebuilt pump on Young Street is finalizing plans for CDBG project has lots done on USDA project would like to purchase a traffic plate.

Mayor Croft: asks to allow Public Works Director to purchase a traffic plate that costs $1368.00 from United Rentals.  Patricia Brown made a motion to allow Public Works Director to purchase a traffic plate that costs $1368.00 from United Rentals.   Donald Rainey seconded the motion.  Motion carried 4-0.

Police Chief Tracy Lambert:

Tracy Lambert has sold two older vehicles to county for $15,000.00 state certification is almost complete we just need to purchase out building and fence for evidence lowest bids are $5,802.00 and can be purchased with SPLOST funds the caboose is here it is behind Blossman Gas and trying to get it moved free if possible if not keep costs minimal reminds council of SNAP program and to let them know if they know anyone who needs help.  

Mayor Croft: asks to allow Police Chief Tracy Lambert to deposit funds of $15,000.00 received for sale of vehicles to county into public safety fund.  Donald Rainey made a motion to allow Police chief Tracy Lambert to deposit funds of $15,000.00 received for sale of vehicles to county into public safety fund.   Patricia Brown seconded the motion.  Motion carried 4-0.

Mayor Croft: asks to allow Police Chief Tracy Lambert to purchase an out building and fence for evidence that costs $5,802.00 with SPLOST funds.  Patricia Brown made a motion to allow Police Chief Tracy Lambert to purchase an out building and fence for evidence that costs $5,802.00 with SPLOST funds.   Donald Rainey seconded the motion.  Motion carried 4-0.

City Clerk Karen King:

Karen King updates council on financials and code book just finished would like to get bids for rock signs and would like to update phone system proud of getting Masters Certificate and that Betty is working toward her Masters Certificate Chamber dinner will be at Milltown Music Hall and need to know who all will be attending.

Mayor Croft asks for a motion to adjourn.  Patricia Brown makes motion to adjourn.  Donald Rainey seconded motion.  Motion carried 4-0.
