REGULAR MINUTES

OF COUNCIL MEETING

 

April 8, 2014

Mayor:  Chase Croft

Council Members:  Patricia Brown, Donald Rainey, Greg Lane.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert

Mayor Croft: called the meeting to order at 7:00 p.m.

Mayor Croft welcomed everyone.

Mayor Croft leads Pledge of Allegiance.

Mayor Croft asks for invocation.

Mayor Croft asks to accept the agenda for tonight.  Greg Lane made motion to accept the agenda for tonight. Patricia Brown seconded the motion.  Motion carried 3-0.

Mayor Croft asks to accept the minutes from Council Meeting March 13, 2014 and Work Session March 25, 2014 with correction.  Patricia Brown made a motion to accept the minutes from Council Meeting March 13, 2014 and Work Session March 25, 2014 with correction.   Greg Lane seconded the motion.  Motion carried 3-0.

Mayor Croft states he has read at the last two meetings an ordinance to adopt codification plan it had to be read in two public meetings.  Mayor Croft asks to adopt codification plan with understanding that there may be some corrections needed.  Patricia Brown made a motion to adopt codification plan ordinance with understanding that there may be some correction needed.   Donald Rainey seconded the motion.  Motion carried 3-0.

Mayor Croft asks to allow VFW Park to annex fully into the City of Buchanan with understanding that VFW will pay expenses related to annexation.   Donald Rainey made a motion to allow VFW Park to annex fully into the City of Buchanan with understanding that VFW will pay expenses related to annexation.   Patricia Brown seconded the motion.  Motion carried 3-0.

Mayor Croft asks to use up to $2,000.00 of City’s SPLOST funds to replace sidewalk beside Los Cowboys.   Donald Rainey made a motion to use up to $2,000.00 of City’s SPLOST funds to replace sidewalk beside Los Cowboys.   Patricia Brown seconded the motion.  Motion carried 3-0.

Mayor Croft asks to be allowed to take applications for code enforcement officer.   Patricia Brown made a motion to allow Mayor Croft to take applications for code enforcement officer.   Greg Lane seconded the motion.  Motion carried 3-0.

Public Participation:

Iris Baggett: (Better Hometown)

Iris states the car show was a huge success 43 vehicles registered only issue was not having enough room around square we will do it again next month.   Fair on square will be in May.

Park Update:

Kenny Hughes states park committee discussed moving the caboose and painting the caboose paint and labor have been donated for the caboose.  Mayor Croft has sent a ballot to the elementary school to have the children vote on name for park their options are (Buchanan Depot Park) (Buchanan Depot Station) (Rebel Railroad Park) (Rebel Depot Park) also discussed the stage and pavilion area. 

Mayor Croft asks for a motion to allow park committee to use up to $8,500.00 from the park fund to get the caboose moved and painted.  Patricia Warren makes motion to allow park committee to use up to $8,500.00 from the park fund to get the caboose moved and painted.   Greg Lane seconded motion.  Motion carried 4-0.

April 25th is drug take back day. 

Department Updates:

Mayor Croft asks for the department updates:

Public Works Director Dean Tanner:

Dean Tanner is waiting on permits for CDBG project and working on getting the USDA project going.

Police Chief Tracy Lambert:

Tracy Lambert shows mayor and council an attachment that will go onto a sign to let people know how fast they are going.  Tracy Lambert presents mayor and council with budget update.

City Clerk Karen King:

Karen King states Betty and I have been busy working on our 2014-2015 budget for the mayor and are confident that we are going to stay within budget on this years budget.  Karen King states she is working on the bid process for insurance for the employees. 

Mayor Croft states April is child abuse prevention month and reads invitation given to him from CASA.

Mayor Croft asks for a motion to adjourn.  Patricia Brown makes motion to adjourn.  Donald Rainey seconded motion.  Motion carried 3-0.
