MINUTES OF COUNCIL MEETING

 

JUNE 12, 2014

Mayor:  Chase Croft

Council Members:  Patricia Brown, Patty Hutcheson, Donald Rainey, Greg Lane.

Department Heads: City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert

Mayor Croft: called the meeting to order at 7:00 p.m.

Mayor Croft welcomed everyone.

Mayor Croft asks for invocation.

Mayor Croft leads Pledge of Allegiance.

Mayor Croft asks to accept the agenda for tonight. Donald Rainey made motion to accept the agenda for tonight. Patricia Brown seconded the motion. Motion carried 4-0.

Mayor Croft asks to accept the minutes from Council Meeting May 13, 2014 and Work Session May 27 2014  Patricia Brown made a motion to accept the minutes from Council Meeting May 13, 2014 and Work Session May 27, 2014.   Donald Rainey seconded the motion.  Motion carried 4-0.

Public Participation:

Public Works Director Dean Tanner asks Mayor Croft to ask for vote on Public Hearing on EID.  Mayor Croft states he will add that to Old Business and asks for vote on amending agenda.

Mayor Croft asks to amend the agenda for tonight and ad vote on EID to Old Business. Donald Rainey made motion to amend the agenda for tonight and ad vote on EID to Old Business.  Patricia Brown seconded the motion.  Motion carried 4-0.

Kenny Hughes (Chairman City Park Committee)

City Park Committee meet tonight and we discussed getting the Caboose finished  we did get the paint donated as well as labor donated Dean Tanner will work with the men donating paint and time to coordinate hopeful it will be done in the next couple of weeks. Looking to start movie night back up right now we are looking at June 28th want to do a cookout before the movie food will be donated by Mr. and Mrs. Pope will start at 7:00 will be showing Disney movie Frozen.  The stain has arrived and the building has been cleaned and will hopefully be applying the stain to the bathhouse next week.  Still looking into pavilion and seating area for amphitheater would like a vote on spending

$9.500.00 from Park Fund to proceed with seating portion.

Mayor Croft asks to allow Park Committee to purchase movie rights to show Disney movie Frozen. Patricia Brown made motion to allow Park Committee to purchase movie rights to show Disney movie Frozen.  Greg Lane seconded the motion.  Motion carried

Mayor Croft asks to allow Park Committee to move forward and spend up to $9,500.00 on seating portion of amphitheater.  Donald Rainey made motion to move forward and spend up to $9,500.00 on seating portion of amphitheater.  Patricia Brown seconded the motion.  Motion carried 4-0. 

Janie Holder (Better Hometown Manager)

Janie presents mayor and council with pictures of entrance of signs and discusses the different possibilities of what can be added and which signs should go where and cost of digital.  Mayor requests Janie talk to Steve at MCL and see what he can do.  Car show was successful would like to incorporate a street dance into the next one.  Better Hometown is applying for several grants Janie describes grants that have been applied for to mayor and council. Recommends mayor and council consider having a back to school bash in August.

Old Business

Codes Enforcement Officer:

Mayor Croft asks to adopt Codes Enforcement Officer Job Description.  Patricia Brown made motion to adopt Codes Enforcement Officer Job Description.  Patty Hutcheson seconded the motion.  Motion carried 4-0.

Mayor Croft introduces Nathan Forrister (Codes Enforcement Officer) to council.  After interviews Karen and I decided on Nathan.

Budget Calendar:

Because of illness in family time has run short and  I  will be redoing budget calendar the dates will be as follows: Thursday June 19th at 7:00 p.m. we will have a Called Meeting for our budget discussion if council is comfortable moving forward and adopting budget we will do our first public hearing at our regular meeting on July glh at 7:00 p.m. and called meeting for final public hearing and adoption of budget at work session on July 22nd at 7:00 pm.

Public Hearing (EID):

Mayor Croft asks to approve that the public hearing took place as recorded in the minutes.  Patricia Brown made motion to approve that the public hearing took place as recorded in the minutes.  Greg Lane seconded the motion.  Motion carried 4-0

Public Works Director Dean Tanner:

Bid package for CDBG project will go out on June 18th on June 17th there will be a pre bid meeting here at city hall to discuss expectations of contractors with them and answer questions they may have the bids will be open on June 21"at 11:00 a.m. hopeful that mayor and engineer's will attending bid opening.  Will start bush hogging next week and will get every street in the city.

Police Chief Tracy Lambert:

Received check for wrecked vehicle and would like to deposit the funds into public safety account.  Would like to replace wrecked vehicle from SPLOST funds and have looked at two for you to choose from one is a 2014 Charger and the other is a 2015 Tahoe I prefer the Tahoe but would like you to decide the Charger is $21,000 and the Tahoe is $28,425. Has discussion with mayor and council on differences in the two vehicles.  Women's firearm safety class starts June 18th.

Mayor Croft asks to allow Police Chief Tracy Lambert to purchase Tahoe and outfit from SPLOST funds using no more than $30,000.00 if needed the rest of the funds will come from Public Safety.  Donald Rainey made motion to allow Police Chief Tracy Lambert to purchase Tahoe and outfit from SPLOST funds using no more than

City Clerk Karen King:

Rode with Nathan to show him some of the problematic properties here and I believe Nathan will do a wonderful job.  Updates mayor and council on prospective health insurance bidders and Michelle Robinson (Auditor) will attend the next council meeting to maim her bid for the annual audit and I will be getting two more bids.

Mayor Croft thanks everyone for their thoughts and prayers for my daughter very scary time for us.

There will be a candidate and sponsor, meet and greet Saturday July 12, 2014 at the VFW Post 7402 Park in Buchanan from 4 p.m. to 6 p.m. and Rally will be from 6 p.m. to 8 p.m. The sponsors are the Concerned Veterans for America, Oath Keepers, the Faith and Freedom Coalition, and our Local Law Enforcement, the Convention of States, Black Rope Regiment in Christ, Haralson County Tea Party Patriots, and a special program will be provided by William Temple of Concerned Veterans and catering will be provided by Phat  Phil's.

Mayor Croft asks for a motion to go into executive session for pending litigation and possible real estate purchase.  Patricia Brown makes motion to go into executive session. Donald Rainey seconded motion.  Motion carried 4-0.
