MINUTES OF CALLED COUNCIL MEETING

 November 30, 2009

 Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Debbie Johnson, Donna Johnson, Patricia Cook.

 Department Heads:  City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Paul Pike.

Mayor Biggers: called the meeting to order at 5:30 p.m.

 Mayor Biggers welcomed everyone.

 Mayor Biggers asks Henry Bedford to give invocation.

 Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

 Mayor Biggers asks to accept the agenda for tonight.  Debbie Johnson made a motion to accept the agenda.  Donna Johnson seconded the motion.  Motion carried 3-0.

 Public Participation

 Mayor Biggers asks Donald Stephens to come forward.  Explains pros and cons of tazer gun use and safety, demonstrates use of tazer gun.  City attorney Rob Monroe explains he has talked to Police Chief Paul Pike about updating S.O.P. to include regulations and restrictions of using tazer guns.

 Mayor Biggers asks to allow Police Chief Paul Pike to purchase tazer guns for the Police Department.  Donna Johnson made a motion to allow Police Chief Paul Pike to purchase tazer guns for the Police Department.  Debbie Johnson seconded the motion.  Motion carried 3-0.

 Mayor Biggers asks City attorney Rob Monroe to come forward.  Explains this is the second public hearing to rezone 200 Van Wert Street from R1 to C1 for Bill Hightower.  City attorney Rob Monroe asks Bill Hightower to say a few words.  Bill Hightower asks if anyone has any comments or opposes the rezoning.  City attorney Rob Monroe asks if anyone opposes the rezoning of 200 Van Wert Street from R1 to C1 for Bill Hightower.  City attorney Rob Monroe asks to let the minutes reflect that no one opposed the rezoning of 200 Van Wet Street from R1 to C1 for Bill Hightower.  City attorney Rob Monroe closes public hearing.  City attorney Rob Monroe asks that the minutes reflect that the zoning ordinance requires mayor and council to consider the property values, suitability of proposed zoning purpose, weather it can be used as currently zoned or would be better rezoned, length of time property was vacant in current zoning classification, weather it will be consistent with overall use in that area, weather its in conformity with the City’s land use plan, weather it will burden streets utilities or other transportation facilities. 

 Mayor Biggers asks to rezone 200 Van Wert Street from R1 to C1 and give Bill Hightower a conditional use permit.  Debbie Johnson made a motion to rezone 200 Van Wert Street from R1 to C1 and give Bill Hightower a conditional use permit.  Donna Johnson seconded the motion.  Motion carried 3-0.

 Mayor Biggers asks for the department updates:

 Public Works Director Dean Tanner:

 Explains he does not have an update.

 Police Chief Paul Pike:

 Introduces newly hired police officer Tracy Lambert.

 City Clerk Karen King:

 Requests employee Christmas party be held at Petro’s in Cedartown on December 18th at 7:00 p.m.  Explains she would like to add a second Chaplin (Michael Wallace).  Explains she did get the newly elected officials registered for the Athens class.

 Mayor Biggers asks to add Michael Wallace as second City Chaplin.  Donna Johnson made a motion to add Michael Wallace as second City Chaplin.  Debbie Johnson seconded the motion.  Motion carried 3-0.

 Mayor Biggers asks for a motion to go into executive session.  Debbie Johnson makes motion to go into executive session.  Patricia Cook seconded motion.  Motion carried 3-0.

 Mayor Biggers asks for a motion to come out of executive session.  Debbie Johnson makes motion to come out of executive session.  Donna Johnson seconded motion.  Motion carried 3-0.

 Mayor Biggers asks for a motion to increase Police Officer starting pay from 12.25 to 12.50.  Patricia Cook makes motion to increase Police Officer starting pay from 12.25 to 12.50.  Donna Johnson seconded motion.  Motion carried 3-0.

 Mayor Biggers asks for a motion to allow Police Chief Paul Pike to hire another officer to replace one who resigned effective 11-25-2009.  Donna Johnson makes motion to allow Police Chief Paul Pike to hire another officer to replace one who resigned effective 11-25-2009.  Debbie Johnson seconded motion.  Motion carried 3-0.

Mayor Biggers asks for motion to adjourn.  Patricia Cook makes motion to adjourn.  Donna Johnson seconded motion.  Motion carried 3-0.
