Minutes of Called Council Meeting

 June 23, 2009

 Attendance:  Benjamin Biggers

 Council Members:  Debbie Johnson, Patricia Cook, Benjamin Westmoreland.

Donna Johnson arrived late to the meeting.

 Department Heads:  Public Works Director Dean Tanner, City Clerk Karen King, Asst Police Chief Paul Pike.

 Mayor Biggers welcomed everyone to this called meeting on June 23, 2009.

 New Business

 

Greg Yates of Metro Atlanta Financial Group presented the Mayor and Council each with a packet containing the new benefit package for the city employees.  The new benefits include the following:  Health, Dental, Short and Long Term Disability and Life Insurance.  The total package will cost the city $526.40 per employee.  Mayor Biggers asks for a vote to approve the benefit package presented by Greg Yates.  Debbie Johnson made a motion to approve the benefit package for the employees.  Patricia Cook seconded the motion.  Motion carried 3-0.

 Joe Kelly of Kelly Foundation for Senior Living, Inc. brought a proposal to the Mayor and Council.  The proposal is to annex 20.62 acres into the City of Buchanan and zone the property commercial for a senior living community; 17.428 acres will be developed into the Kelly foundation for Sr. Living, Inc the remaining 3.20 acres will be retained by Mr. Kelly for future commercial development.  The financing for this project will be through USDA.  This project will cost over 7 million dollars and will bring temporary construction jobs to the city for the next 2 years.  The Mayor and Council heard plans and saw sketches of proposed site.  After some discussion with Dean Tanner and Mayor and Council Mr. Kelly asked the council to table until the next regular meeting.  Mayor Biggers asks for a motion to table and add to the next regular meeting agenda.  Debbie Johnson made a motion to table and add topic to the next regular meeting agenda.  Patricia Cook seconded the motion.  Motion carried 4-0.   

 Dean Tanner asks the Mayor and Council to set up a committee for Planning, Zoning and Land Use which will be beneficial to us in the future with these kind of projects coming to our city.

 Karen King had DOT contracts for the Mayor and Council to sign.  These contracts were signed last month but had to be re-signed since state funds were now being issued through a Stimulus package.  King also needed a Resolution re-signed from DOT because of those changes.  Mayor Biggers asks for a vote to sign new DOT contract and Resolution.  Motion was made by Patricia Cook to sign DOT contract and Resolution.   Donna Johnson seconded the motion.  Motion carried 4-0.         

 Karen King had an Agreement for Conveyance of Property for Lot #19 at Westmoreland Lake Estates for the pumping station the Bobby Bersky needs the Mayor to sign.  This agreement gives the city fee simple title to the property as to gain unencumbered access and outright control of the existing pumping station.  Mayor Biggers asks for a motion allowing him to sign the agreement for conveyance of property.  Benjamin Westmoreland made a motion allowing the Mayor to sign the agreement.  Donna Johnson seconded the motion.  Motion carried 4-0.
