CITY OF BUCHANAN

CALLED MEETING MINUTES

 April 27, 2010

 Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Kenny Hughes, Benjamin Westmoreland, Patricia Cook, McKinley Pate.

 Department Heads:  City Clerk Karen King, Police Chief Tracy Lambert.

 Mayor Biggers: called the meeting to order at 6:30 p.m.

 Mayor Biggers welcomed everyone.

 Mayor Biggers states that the work session will be combined into this called meeting.

 Mayor Biggers asks Henry Bedford to give invocation.

 Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

 Mayor Biggers asks to accept the agenda for tonight.  McKinley Pate made a motion to accept the agenda.  Kenny Hughes seconded the motion.  Motion carried 4-0.

 Public Participation:

 Mayor Biggers asks Ronnie Smith (Parnell Insurance) to come forward.  Ronnie Smith explains to mayor and council that he can save the city money by reducing the blanket coverage liability to four million aggregate instead of the ten million aggregate that exists now.

 Mayor Biggers asks to allow City Clerk Karen King to reduce the blanket coverage liability to four million aggregate instead of the ten million aggregate.  Patricia Cook makes motion to allow City Clerk Karen King to reduce the blanket coverage liability to four million aggregate instead of the then million aggregate.  Benjamin Westmoreland seconded motion.  Motion carried 4-0.

 New Business:

 Mayor Biggers asks if there is any discussion or consideration concerning his veto of last appointment of police chief.  Mayor Biggers states that he is trying to make sure everyone is well informed. 

 Mayor Biggers asks to consider his veto of police chief.  Kenny Hughes makes motion to override mayor’s veto and appoint Tracy Lambert Police Chief. Benjamin Westmoreland seconded motion. Motion carried 4-0.

 Department Updates:

 Public Works Director Dean Tanner:

 (1.) Asks mayor and council to approve purchase of property for new lift station. (2.) Asks mayor and council to purchase pumps for lift station. (3.) Asks to add impact fees with mayor and council giving approval of fees at a later date. (4.)  Asks that in the future plans for streetscape are approved by all interested parties before proceeding.

 Police Chief Tracy Lambert:

 (1.) Explains that he has meet with Inter tech to discuss outstanding amounts due discussed implementation of a policy to insure monies owed to the city will paid before probationers are released there is fifteen hundred dollars owed the city lost due to not following procedure to collect fife process will begin soon to try and collect from probationers already released who did not pay fines.  (2.)  Explains that there is seventy two thousand owed to the city on failure to appear and bench warrants and he will be running an amnesty program from May 1, 2010 to May 16, 2010 to try to collect these monies drivers licenses are being suspended to try to encourage payment of fines.   (3.) Explains that he is changing the case number format. (4.) Explains that he has vehicles that he will be auctioning off.  (5.) Explains that he wants his department to be a state certified agency.  (6.) Explains that the department has answered eight calls in week at the alternative school he would like to do a youth police academy this summer.

 Assistant City Clerk Betty Harvell/City Clerk Karen King

 (1) Assistant City Clerk Betty Harvell asks to replace printer in her office presents mayor and council with three bids on two different printers explains that she would like to upgrade to a slightly bigger printer in order to be able to print the bigger jobs she sometimes does for the city to save money (pictures, business cars) this has been a problem on the printer currently in her office as big jobs tend to overheat the printer further explains that the printer currently in her office would not be wasted but instead put in the mayors office.  Council decides that she should try to use one of the printers bought a few months back for the police department.  (2.) Asks to upgrade city website with a company who will work with her and help her keep city website page updated presents mayor and council with three bids. (3.) City Clerk Karen King presents mayor and council with handout from Janie Holder.  (4.) Explains that the city is receiving a refund of twenty six hundred dollars on gas and diesel purchases.  (5.) Explains that she has found the benches previously discussed with council further explains that she showed Kenny Hughes the three bids she had and Kenny Hughes helped her find best price.

 Mayor Biggers asks for a motion to allow Assistant City Clerk Betty Harvell to purchase new website from Computer Business Services.  McKinley Pate makes motion to allow Assistant City Clerk Betty Harvell to purchase new website from Computer Business Services.  Patricia Cook seconded motion.  Motion carried 4-0.

Mayor Biggers asks for a motion to allow City Clerk Karen King to purchase benches for front of city hall.  McKinley Pate makes motion to allow City Clerk to purchase benches for front of city hall.  Kenny Hughes seconded motion.  Motion carried 4-0.

 Mayor Biggers asks for a motion to go into executive session personnel.  Patricia Cook makes motion to go into executive session personnel.  Benjamin Westmoreland seconded motion.  Motion carried 4-0.

 Mayor Biggers asks for a motion to come out of executive session personnel.  Patricia Cook makes motion to come out of executive session personnel.  Benjamin Westmoreland seconded motion.  Motion carried 4-0.

 Mayor Biggers asks for a motion.  McKinley Pate makes motion to raise police department starting pay to thirteen dollars per hour depending on training and experience raise Keith Pike to thirteen dollars and twenty five cents per hour raise Bradley Forrister to thirteen dollars per hour to promote Lee Carroll to Deputy Chief with pay increase of one dollar per hour and restructure the rank of Paul Pike to Lieutenant at the same rate of pay.  Benjamin Westmoreland seconded motion.  Motion carried 4-0.
