Minutes of Council Meeting

01/12/2010

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Kenny Hughes, Benjamin Westmoreland, Patricia Cook, McKinley Pate.

 Department Heads:  City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Paul Pike.

 Mayor Biggers: called the meeting to order at 6:30 p.m.

 Mayor Biggers welcomed everyone.

 Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

 Mayor Biggers asks Benjamin Westmoreland to give invocation.

 Mayor Biggers swears in McKinley Pate and Kenny Hughes as the new council members. 

 Mayor Biggers asks to elect Mayor Pro Tem.  McKinley Pate made a motion to elect Kenny Hughes as Mayor Pro Tem.  Kenny Hughes seconded the motion.  Motion carried 4-0.

 Mayor Biggers swears in Kenny Hughes as the Mayor Pro Tem.

 Mayor Biggers gives state of the City address. 

 Mayor Biggers asks to accept the agenda for tonight with removal of Alex Melendez under public participation.  Patricia Cook made a motion to accept the agenda with removal of Alex Melendez under public participation.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

 Mayor Biggers asks to accept the minutes from December 8, 2009.  Patricia Cook made a motion to accept the minutes.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0. 

 Public Participation:

 Mayor Biggers asks City Attorney Rob Monroe to come forward.  City of Buchanan Rob Monroe presents mayor and council with and explains proposed ordinance for pouring liquor by the drink.  Mayor and council table to next work session.

 Mayor Biggers asks Jana Gentry to come forward. Explains library is open even through economic downturn.  Explains library is proud to be part of the Smithsonian exhibit key ingredient.

 Mayor Biggers asks Better Hometown Manager Janie Holder to come forward.  Explains that supper with Santa was a success but next year it will be breakfast with Santa and hopefully will draw a better turnout.  Explains that streetscape will get underway early in February.

 Public Works Director Dean Tanner:

 No update.

 Police Chief Paul Pike:

 (1.)  Presents mayor and council bids for new patrol cars.  (2.)  Presents mayor and council with purchase price tazer guns previously approved for purchase in previous council meeting, also proposed policy for use of tazer guns.

 City Clerk Karen King:

 (1.) Explains coat drive was huge success.  (2.) Explains that it is time for the annual Chamber dinner and asks to attend.  (3.) Explains that she has asked to be able to use voting machine for absentee voting.  (4.) Explains part of the criteria for her to receive her Clerk Certificate is to have mayor and council sign a letter stating that they were aware she was attending Clerk training classes and agree that she had been City Clerk for no less than 1 year. 

 Mayor Biggers asks for motion to purchase tickets for mayor, council members, department heads to attend Chamber dinner.  Patricia Cook made a motion to purchase tickets for mayor, council members, department heads to attend Chamber dinner.  Kenny Hughes seconded the motion.  Motion carried 4-0.

 

Mayor Biggers asks for a motion to go into executive session.  Kenny Hughes makes motion to go into executive session.  McKinley Pate seconded motion.  Motion carried 4-0.

 Mayor Biggers asks for a motion to come out of executive session.  Patricia Cook makes motion to come out of executive session.  Benjamin Westmoreland seconded motion.  Motion carried 4-0.

 Mayor Biggers asks for a motion to adjourn.  Benjamin Westmoreland makes motion to adjourn.  Patricia Cook seconded motion.  Motion carried 4-0.
