Minutes of Council Meeting

02/09/2010

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Kenny Hughes, Benjamin Westmoreland, Patricia Cook, McKinley Pate.

 

Department Heads:  City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Paul Pike.

 

Mayor Biggers: called the meeting to order at 6:30 p.m.

 

Mayor Biggers welcomed everyone.

 

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

 

Mayor Biggers asks Henry Bedford to give invocation.

 

Mayor Biggers asks to accept the agenda for tonight with addition of Ruth Clark under public participation and adopt policy for police tazers under old business.  Patricia Cook made a motion to accept the agenda with changes.  Benjamin Westmoreland seconded the motion.  Motion carried 4-0.

 

Mayor Biggers asks to accept the minutes from January 12, 2010 and work session minutes from January 26, 2010.  Kenny Hughes made a motion to accept the minutes.  McKinley Pate seconded the motion.  Motion carried 4-0. 

 

Public Participation:

 

Mayor Biggers asks Ruth Clark explains that flowers on the square will take place again April 24, 2010 from 9 a.m. to 12:00 p.m.   Invites anyone who is willing to donate money for the flowers and extends invitation for participation. 

 

Mayor Biggers asks Tara Chapman (Haralson County Development Authority) to come forward. Explains Resolution proposed by Haralson County Development Authority for Sewage use.  Mayor, Council, Haralson County Development Authority, and Public Works Director discuss sewage capacity and possibilities.

 

Mayor Biggers asks Jana Gentry to come forward.  Explains library is off to a great start for 2010.  Explains library continues to grow.  Explains library has received generous donations that will help keep their doors open.  Explains this coming Saturday is the last day for the Smithsonian Food Exhibit. 

 

 

 

Department Updates:

Public Works Director Dean Tanner:

 

(1.) Explains water loss.  (2.) Explains that his crew will soon be working to move and bury power lines under concrete behind City Hall.

 

Police Chief Paul Pike:

 

Explains new patrol car has been on the road for about a week and that Dale Wiggins is driving the new car. 

 

City Clerk Karen King:

 

No update. 

 

Old Business:

 

City Attorney Rob Monroe discusses Alcohol Ordinance he is drafting. 

 

Mayor Biggers asks for motion to adopt Resolution regarding Industrial Park Sewage with changes.  Patricia Cook made a motion to adopt Resolution regarding Industrial Park Sewage with changes.  Benjamin Westmoreland seconded the motion.  Motion carried

4-0.

 

Mayor Biggers asks for a motion to adopt tazer policy and procedures for Police Chief Paul Pike.  Patricia Cook makes motion to go adopt tazer policy and procedures for Police Chief Paul Pike.  McKinley Pate seconded motion.  Benjamin Westmoreland votes against.  Motion carried 3-0. 

 

Mayor Biggers asks for a motion to go into executive session.  Benjamin Westmoreland makes motion to go into executive session.  Patricia Cook seconded motion.  Motion carried 4-0.
