CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

 May 11, 2010

 Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Patricia Cook, McKinley Pate.

 Department Heads:  City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 Mayor Biggers: called the meeting to order at 6:30 p.m.

 Mayor Biggers welcomed everyone.

 Mayor Biggers asks Jason Jarrell to give invocation.

 Mayor Biggers ask leads Pledge of Allegiance.

 Mayor Biggers asks to accept the agenda for tonight.  Benjamin Westmoreland made a motion to accept the agenda.  Patricia Cook seconded the motion.  Motion carried 3-0.

 Mayor Biggers asks to accept the minutes from April 19, 2010, called meeting minutes from March 12, 2010, and called meeting from April 27, 2010.  McKinley Pate made a motion to accept the minutes with change.  Patricia Cook seconded the motion.  Motion carried 3-0. 

 Public Participation:

 Mayor Biggers asks Joel Agan to come forward.  Requests council annex his property out of city limits.  Council tables issue of request to annex Joel Agan property out of city limits for a later meeting.  Mayor recommends that Joel Agan first approach the county and ask for a resolution to allow him to annex his property into the county.

Mayor Biggers asks Jana Gentry to come forward.  Jana Gentry presents mayor and council with documents updating library happenings for the summer of 2010.  Jana Gentry presents mayor and council with proposed budget for the library. 

  Department Updates:

 Mayor Biggers asks for the department updates:

 Public Works Director Dean Tanner:

 (1.) Explains to mayor and council that he had a meeting with U.S.D.A. regarding wastewater plant upgrade and that everything is on track.  (2.) Explains that he met with D.O.T. regarding streetscape and recommendation from them was to stop work there immediately since work is not matching plans will not be allowed to continue until corrected plans and work are approved through D.O.T. 

 Police Chief Tracy Lambert:

 (1.) Explains to mayor and council that new court proceedings went well.  (2.) Explains to mayor and council that he has Keith Pike training to do what it take with police department evidence room to become stated certified.  (3.) Explains to mayor and council that he has purchased four new weapons and duty gear from S.P.L.O.S.T. funds and he has ordered cameras from Eagle Eye with grant funds received by former Police Chief Judy Parrish.  (4.)  Presents mayor and council with picture of newly painted police cars. (5.)  Explains to mayor and council that Ricky Jones will be traffic and fill in officer and will work a forty hour per week schedule eight hours per day.  (6.)  Explains to mayor and council that he has applied for a Walmart grant and what he would like to purchase with the funds if he gets it.  (7.) Explains to mayor and council that police department morale and productivity is up.  (8.)  Explains to mayor and council that police department has had three road checks this month and out of those only wrote one citation.  (9.)  Explains to mayor and council that he is working on upgrading code of ordinances that pertain to police department.  (10.)  Explains to mayor and council that he would like to move forward with putting police reports online and make it easier for the public to gain access to their reports such as accident reports.  (11.) Asks mayor and council for him to be able to spend his remaining S.P.L.O.S.T. funds from the old S.P.L.O.S.T. by calling them and letting them what he needs as he finds out what is most needed.  (12.)  Explains concerns about new time sheet to mayor and council.  (13.)  Explains to mayor and council that he had to arrest three people at the alternative school and would therefore really like to do the youth police academy.  (14.)  Requests mayor and council allow him to hire a public defender and solicitor as required by law.

Mayor informs council and public that Tallapoosa has sent an invitation to a centennial celebration one hundred and fifth anniversary which will be held Saturday, September 4, 2010. 

 City Clerk Karen King:

 (1.)  Explains to mayor and council that Assistant City Clerk Betty Harvell will be taking pictures for the new city website.  (2.)  Explains to mayor and council that at work session this month all department heads will have their budget information and be prepared to start talking budget.  (3.)  Requests mayor and council vote on new S.P.L.O.S.T. dividends.  Mayor and council all agree that S.P.L.O.S.T. should stay as is without a vote.  (5.)  Presents mayor and council with picture of new park benches for front of city hall.  (6.)  Presents mayor and council with bids to have windows and doors at city hall tinted. 

 Mayor Biggers asks for a motion to allow City Clerk Karen King to have Performance Window Tinting tint the windows and doors at city hall.  Patricia Cook makes motion to allow City Clerk Karen King to have Performance Window Tinting tint the windows and doors at city hall.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.
