CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

 June 8, 2010

 Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Benjamin Westmoreland, Patricia Warren, Kenny Hughes.

 Department Heads:  City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Tracy Lambert.

 Mayor Biggers: called the meeting to order at 6:30 p.m.

 Mayor Biggers welcomed everyone.

 Mayor Biggers gives invocation.

 Mayor Biggers leads Pledge of Allegiance.

 Mayor Biggers asks to accept the agenda for tonight.  Patricia Warren made a motion to accept the agenda.  Benjamin Westmoreland seconded the motion.  Motion carried 3-0.

 Mayor Biggers asks to accept the minutes from May 11, 2010, and Work Session from May 25, 2010.  Benjamin Westmoreland made a motion to accept the minutes with change.  Kenny Hughes seconded the motion.  Motion carried 3-0. 

 Public Participation:

 Mayor Biggers asks Jana Gentry to come forward.  Jana Gentry explains that there are over one hundred and thirty youngsters signed up for summer reading program.  Jana Gentry asks for stronger support for the library from the City of Buchanan.

 Department Updates including budget discussion:

Public Works Director Dean Tanner:

 (1.) Explains his budget proposal to mayor and council. (2.) Explains that D.O.T. shut down streetscape project and updates mayor and council on progress of having contractors and engineers coming to terms and correcting problems so D.O.T. will allow the project to resume.  (3.)   Explains that he is looking at a plant that could be in charge of the sewer plant project.  (4.) Explains that he is looking for funding to help the City of Buchanan get the sewage and water lines available for Joe Kelly’s senior assisted living project going. (5.) Discusses Aflac insurance. 

Police Chief Tracy Lambert:

 (1.) Explains his budget proposal to mayor and council and asks for level funding.  (2.) Explains that he has hired a part time officer as the mayor and council had previously approved. (3.) Explains that new programs he has implemented has help increase fine revenue. (4.) Explains that he has secured a thousand dollar grant from Walmart.  (5.) Explains that he has applied for the C.O.P.S. grant but doesn’t know yet if he got that. (6.) Explains he will be paying for the police vehicle that was in an accident repair out of his budget and not turning it in on insurance. (7.) Asks mayor and council to allow him to implement a court cost on fines according to state law. (8.) Presents mayor and council with bid to purchase used police vehicle.  Mayor and council table with request that he get three bids on purchases. (9.) Explains meets with public solicitor next week.  (10.) Explains that he has conducted two road checks and issued eleven citation and two warrants.  Further explains that the police department will continue to have road checks often.

 City Clerk Karen King:

 (1.) Explains her proposed budget.   (2.) Presents mayor and council with three bids for City of Buchanan auditor.   (3.)  Explains that she did receive the grant money for the video cameras for the police department.

 Mayor Biggers asks for a motion to allow City Clerk Karen King to hire HLB Gross Collins (Michelle S. Robinson) as City of Buchanan auditor for price of sixteen thousand and five hundred dollars.  Benjamin Westmoreland makes motion to allow City Clerk Karen King to HLB Gross Collins (Michelle S.  Mayor Biggers asks for a motion to go into executive session to discuss personnel.  Patricia Warren makes motion to go into executive session.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.

 Mayor Biggers asks for a motion to allow Public Works Director Dean Tanner to upgrade his part time sewage plant worker to full time as discussed in executive session at the salary discussed in executive session.  Patricia Warren makes motion to allow Public Works Director Dean Tanner to upgrade his part time sewage plant worker to full time as discussed in executive session at the salary discussed in executive session.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.
