Minutes of Council Meeting

03/09/2010 

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Kenny Hughes, Benjamin Westmoreland, Patricia Cook, McKinley Pate.

 

Department Heads:  Assistant City Clerk Betty Harvell, Public Works Director Dean Tanner, Police Chief Paul Pike.

 

Mayor Biggers: called the meeting to order at 6:30 p.m.

 

Mayor Biggers welcomed everyone.

 

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

 

Mayor Biggers asks Benjamin Westmoreland to give invocation.

 

Mayor Biggers asks to accept the agenda for tonight with addition of speaking on information provided by Better Hometown Manager Janie Holder and John Norton, and adding Michael Wallace under public participation.  McKinley Pate made a motion to accept the agenda with addition of speaking on information provided by Better Hometown Manager Janie Holder and John Norton, and adding Michael Wallace under public participation.  Kenny Hughes seconded the motion.  Motion carried 4-0.

 

Mayor Biggers asks to accept the minutes from February 9, 2010 and work session minutes from February 26, 2010 with changes.  Patricia Cook made a motion to accept the minutes with changes.  Kenny Hughes seconded the motion.  Motion carried 4-0. 

 

Public Participation:

 

Mayor Biggers asks Michael Wallace to come forward.  Michael Wallace states he did not understand the selection process for choosing police chief candidates from the thirteen applications received. Michael Wallace states he was not given a reason why his application was not considered.  Michael Wallace states he wonders why we would consider a police chief candidate from another state.  Michael Wallace discusses with mayor and council why he wasn’t considered.  During discussion Michael Wallace mentions police chief job description.

 

Mayor Biggers asks for library update.  Assistant City Clerk Betty Harvell presents mayor and council with library update provided to her by Jana Gentry who could not be present at this meeting.

 

Mayor Biggers asks for Buchanan Better Hometown Manager update.  Assistant City Clerk Betty Harvell presents mayor and council with Buchanan Better Hometown Manager update provided to her by Janie Holder who could not be present at this meeting.  Mayor Biggers reads update for Janie Holder which is a report on what arborist’ had to say about trees in the Buchanan Historical Courthouse courtyard and accepts comments from John Norton, Jason Jarrell regarding issue of trees surviving the Streetscape project.

 

 

 

Department Updates:

 

Mayor Biggers asks for the department updates:

 

Public Works Director Dean Tanner:

 

(1.) Explains water loss.  (2.) Presents mayor and council for bids on infiltration system and f150 pickup truck he would like to purchase with water department S.P.L.O.S.T. funds.  

 

Mayor Biggers asks for a motion to allow Public Works Director Dean Tanner to purchase infiltration system and f150 pickup truck with water department S.P.L.O.S.T. funds.  Benjamin Westmoreland made a motion to allow Public Works Director Dean Tanner to purchase infiltration system and f150 pickup truck with S.P.L.O.S.T. funds.  Kenny Hughes seconded the motion.  Motion carried 4-0. 

 

Police Chief Paul Pike:

 

No update.

 

Assistant City Clerk Betty Harvell:

 

(1.)  Presents mayor and council with letter from City and Water employees.  (2.)  Presents mayor and council with letter City Clerk Karen King received from Department of Justice, City of Buchanan will now use voting machines for all elections. 

Frank McIntyre asks that the council meetings be posted on the sign in front of city hall like the regular council meetings are.

 

Mayor Biggers asks for a motion to go into executive session.  Benjamin Westmoreland makes motion to go into executive session.  Patricia Cook seconded motion.  Motion carried 4-0.
