CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

July 15, 2009

Attendance:  Mayor:  Benjamin “Buster” Biggers.

Council Members:  Debbie Johnson, Donna Johnson, Patricia Cook.

 Department Heads:  Public Works Director Dean Tanner, City Clerk Karen King.

Mayor Biggers called the meeting to order at 5:30 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers asks Donna Johnson to give invocation.

Mayor Biggers asks to accept the agenda for tonight.  Debbie Johnson made a motion to accept the agenda.  Donna Johnson seconded the motion.  Motion carried 3-0.

Mayor Biggers asks to accept the minutes from June 9, 2009, and June 23, 2009.  Patricia Cook made a motion to accept the minutes.  Donna Johnson seconded the motion.  Motion carried 3-0. 

Public Participation:

Mayor Biggers asks Jana Gentry to come forward.  Explains circulation for the library has increased 16 % from the same period as last year.  Explains summer reading program has gone very well.  Explains funding for the library will be decreasing from areas the library depends on.  Explains the library needs the City of Buchanan’s support.

Department Updates:

Public Works Director Dean Tanner:

Has no update.

Detective Paul Pike for Police Chief Judy Parrish:

(1.) Explains police department has purchased shotguns and racks with S.P.L.O.S.T. funds as approved by mayor and council.

City Clerk Karen King:

(1.)  Presents mayor and council with proposed budget figures for fiscal 2009-2010.  (2.) Explains she has purchased copy machine with S.P.L.O.S.T. funds (3.)  Explains filing cabinets purchased with S.P.L.O.S.T. funds will be here next week. (4.)  Explains she would like to donate old filing cabinets, copy machine, fax machine to the library.

Mayor Biggers asks to operate on tentative budget using last years until new budget is adopted.  Debbie Johnson made a motion to operate on tentative budget using last years until new budget is adopted.  Donna Johnson seconded the motion.  Motion carried 3-0.

OLD BUSINESS

Kelly Foundation for Senior Living, Inc. representative Joe Kelly presents mayor and council with ad he ran in paper in preparation of bringing an assisted living center for senior citizens to the City of Buchanan and makes official request to annex his property at 503 Business 27 into the City of Buchanan.  Joe Kelly answers questions from meeting audience regarding his proposed annexation.

NEW BUSINESS

Mayor Biggers asks for motion to allow Rob Holden to move a 1999 mobile home onto his lot at Wesley Camp as long as he keeps to City Codes and Standards.  Donna Johnson made a motion to allow Rob Holden to move a 1999 mobile home onto his lot at Wesley Camp as long as he keeps to City Codes and Standards.  Debbie Johnson seconded the motion.  Motion carried 3-0. 

Mayor Biggers asks for motion to keep Holmes and Robinson as City Auditor.  Donna Johnson made a motion to keep Holmes and Robinson as City Auditor.  Debbie Johnson seconded the motion.  Motion carried 3-0.
