CITY OF BUCHANAN

MINUTES OF COUNCIL MEETING

October 13, 2009

Attendance:  Mayor:  Benjamin Biggers.

Council Members:  Debbie Johnson, Benjamin Westmoreland, Patricia Cook.

Department Heads:  City Clerk Karen King, Public Works Director Dean Tanner, Police Chief Paul Pike.

Mayor Biggers: called the meeting to order at 5:30 p.m.

Mayor Biggers welcomed everyone.

Mayor Biggers asks Henry Bedford to lead Pledge of Allegiance.

Mayor Biggers asks Benjamin Westmoreland to give invocation.

Mayor Biggers asks to accept the agenda for tonight.  Debbie Johnson made a motion to accept the agenda.  Patricia Cook seconded the motion.  Motion carried 3-0.

Mayor Biggers asks to accept the minutes from September 3, 8, and 29 2009.  Patricia Cook made a motion to accept the minutes.  Debbie Johnson seconded the motion.  Benjamin Westmoreland opposed the motion.  Motion carried 2-0. 

Public Participation:

Mayor Biggers asks Sylvia Scott to come forward.  Explains mosquitoes have taken over her yard and she would like to see the City spray.

Mayor Biggers asks Shelia LaBo to come forward.  Explains feeling neglected since moving her bait and tackle store to City of Buchanan.  Mayor and council agree to do more to make small businesses feel welcome and appreciated.

Mayor Biggers asks Jana Gentry to come forward.  Explains she would like to thank City of Buchanan for including Library in budget.  Explains library is busy this time of year.  Explains job seekers are still using library for resumes.  Explains patron count was over 2000 in September.  Explains story time was brought back in September.  Explains BBQ at fall festival sold very well in spite of wet weather, however most vendors did not fair as well and there is another festival scheduled on October 24, 2009.

Department Updates:

Mayor Biggers asks for the department updates:

Public Works Director Dean Tanner:

(1.) Presents mayor and council with water loss calculation for last month.  (2.) Explains all he has left to do at Westmoreland lift station is to set out shrubs. 

Police Chief Paul Pike

No update

City Clerk Karen King:

(1.)  Explains TBS will be mailing out property taxes on October 15, 2009.  Explains property taxes are due by December 31, 2009. Explains there will be an insert explaining why property taxes are higher this year.  (2.) Explains she hired Brenda Agan to watch City of Buchanan polling place and will be paying her 10.00 per hour for the day of October 14, 2009.  Further explains she and Betty will be attending an election class on that date.

NEW BUSINESS

 

ORDINANCE ELIMINATING PLANNING AND ZONING COMMISSION:

Mayor Biggers asks City Attorney Rob Monroe to come forward.  Presents mayor and council with a series of ordinances that will eliminate any reference in our current zoning ordinance to the planning commission since a planning commission was never formed thereby placing all zoning issues in the hands of the mayor and council.  City Attorney Rob Monroe explains this is the second of two readings of the above mentioned ordinances.  City Attorney Rob Monroe asks mayor and council to adopt the above mentioned ordinances. 

Mayor Biggers asks for motion to adopt the sections as mentioned in tonight’s agenda that will eliminate planning and zoning commission.  Debbie Johnson makes a motion to adopt the sections as mentioned in tonight’s agenda that will eliminate planning and zoning commission.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.

Mayor Biggers asks for a motion to go into executive session.  Patricia Cook makes motion to go into executive session.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.

Mayor Biggers asks for a motion to come out of executive session.  Debbie Johnson makes motion to come out of executive session.  Benjamin Westmoreland seconded motion.  Motion carried 3-0.
